Abstract:

The article presents a structural and functional analysis of election campaigns in Russia. It is obvious that electoral campaigns of candidates are unfolding during the election period, which, through interaction with citizens, enlist their support and sympathy, which contributes to their achievement of the main goal - victory in the elections and, therefore, the seizure and retention of power. The election campaign, being a structural element of the electoral process, is a set of events carried out by various subjects of this process in order to win the election by attracting the votes of the electorate. In general, the electoral company, on the one hand, is a set of measures for organizing elections, regulated by law and carried out by election commissions, and, on the other, a set of actions of political actors involved in the electoral process. It was established that election campaigns have a typical structure, organizational features, political, administrative and socio-cultural characteristics at the federal and regional levels of the electoral process. Among the regional organizational and functional features of domestic election campaigns are: a high degree of intensity of the election process, the dependence of the success of regional election campaigns on the electoral activity of citizens, the orientation of candidates to the needs of the residents of the region, and a prompt response to criticism from the electoral community. The study of the features of the implementation of regional election campaigns is important for Russian reality, especially in the conditions of the ongoing formation and intensive development of the democratic political process in the Russian Federation at the present stage.

AbstractInterest groups and other organizations are crucial vehicles for voter mobilization, but variations in their capacities are not well understood. To clarify the ways in which vote mobilization capacities vary, I analyze vote mobilization in two private-sector industrial unions supporting the Democratic Party of Japan (DPJ). The Japanese Federation of Textile, Chemical, Food, Commercial Service and General Workers’ Union (UA Zensen), has a very large membership but mobilizes few votes. The Confederation of Japan Automobile Worker's Unions (JAW), on the other hand, has fewer members but mobilizes more votes. In this article, I argue that unions whose constituent units operate company towns are most successful in mobilizing votes. Organizational capacity –independent of membership size – matters in the electoral arena. Using data from House of Councillors elections, I show that those industrial unions that include many enterprises with company towns have advantage in voter mobilization.

Abstract:

In the article on the basis of analysis of the archived materials and magazine municipal elections are reflected to Kiev city thought, that happened on July, 23 1917. By Author the opinion is expressed, that experience of these elections may need during election in local advices in modern Ukraine. At the same time the short review of scientific development of problem is carried out. It is found out, that the Ukrainian historian until now examined only the separate aspects of elections to Kiev city thought in 1917 the electoral legislation which regulated organization and conducting of city elections is analysed. It is found out, that elections took place on the basis of electoral law common, direct, even and secret. According to the proportional system of elections (slates from political parties, public associations, professional organizations or their blocks) elected 120 vowel, plenary powers of which were to be halted the quantity of electors, their social origin and appearance, is on January, 1 of 1919. Set on elections. It is certain, that in elections 65% from the common amount of the persons conferred the right the choice took part. In the article it is indicated about more political of election company. It is noticed, that candidates accented attention on the "matter of revolution", instead of improvement of city economy. The electorate of political parties and blocks which conducted to city thought of the vowel is explored. It is marked, that a "socialistic block" was supported by poor layers which lived on the outskirts of city. The results of city elections and new composition of Kiev city thought are found out. Won over a "socialistic block" (44 delegates) on elections, the "Ukrainian block" (USDRP-UPSR) which conducted in advice 24 delegates went farther. The third place was occupied by monarchists (18 delegates). Represented bolshevists in advice only 7 delegates.

Abstract:

The article considers electoral behaviour as one of the forms of participation of citizens in political life in connection with the need to choose specific authorities of different levels. The analysis of electoral behaviour was carried out within the framework of the system of determination of human activity. The author sees the determination system as a set of factors that constantly act on an individual or group and have the logic of their deployment in time and space. This approach to the study of electoral behaviour allows us to consider the relationship between external factors (economic, political, cultural, etcetera) and internal (goals, value orientations and attitudes implemented in electoral selection. The paper shows that the population behaviour during the election company is determined mainly by external factors since it is forced in nature and is formed mainly under the influence of manipulative technologies and is not the result of a motivated choice of applicants for legislative power. In addition, the executive power has significantly decreased interest in the active participation of citizens in elections at both local and federal levels in connection with the abolition of the turnout threshold, the “against all” column, as well as a combination of socio-economic factors. There is no need for voters to participate more actively in elections. What guides a significant part of voters is the necessity to come to the polling station and cast their vote for someone. At the same time, it is not necessary to have complete information about the programs of candidates, the experience of their work, the availability of knowledge necessary for qualified work on the adoption of laws that ensure an acceleration of the pace of resolving current problems of improving the material standard of living of the population, and the development of spiritual culture.

The governance of an institution is normally partly ensured by other institutions, which depend on yet other institutions for their governance. But who ultimately guards the guardians? For the liberal electoral democracies of Europe and America the answer that evolved from the political thought of the eighteenth century and the limited liability joint stock company of the nineteenth was, crudely put, checks and balances and voters, who could be the electorate or shareholders. Its limitation is that it presupposes a state and the right of the voters to vote in their own interest. How, then, can good governance be ensured for international organisations, especially the World Bank and the International Monetary Fund, in which the representatives of the developed countries hold the majority of the votes on the Boards and are expected to cast them, not in their own immediate interests, but in the long term interest of the developing countries that borrow from these institutions?

Abstract:

Public companies represent a valuable tool for the state to intervene in the economy by correcting market failures. However, critical positions that advocate its privatization continue to appear since they do not usually have great returns. This study analyzes the effect that political goals have on the efficiency of a state-owned enterprise (SOE) when ownership and management tend to be concentrated in the same actor. Agency theory served as a reference framework, using Petróleos de Venezuela (PDVSA) as a case study during the period 1995–2014. First, the period was divided into four stages differentiated by changes in the SOE volumetric strategy, the exploration strategy, the position regarding foreign capital, and the SOE participation in social development activities. Later, the SOE economic and productive efficiency was analyzed in the stages to identify relevant changes. The results indicate that the interests of the principal and the agent by good management of the SOE increase when the profit is reduced. It is mainly due to the need of the government to benefit from these activities. However, when the company surplus increase, the government tends to intensify its control to obtain additional benefits, especially during electoral events.

Abstract:

The late Victorian era was characterized by close links between politicians and firms in the United Kingdom, with up to half of all members of Parliament serving as company directors. We analyze 467 British companies over the period 1895 to 1904. An analysis of election results shows that the election of a new tech director is associated with a 2 percent to 2.5 percent increase in that firm's share price, whereas old tech firms were unaffected by the electoral fortunes of their directors. New technology firms with political directors were more likely to undertake seasoned issues of both equity and debt.

Abstract:

The research is concentrated on the increasing popularity of political context in humour if we take into account the state fragility, identified the manipulative properties of humorous content in general, as well in the research we have tried to evaluate the contribution that ridiculous things in speech make while shaping public opinion. Considering the changes in the sense of joke formation and formats of presenting content on TV by the leading production-company of Ukraine Studio “Quarter 95”, the authors concluded that both satirical and serious stand-ups or politically colored TV-series have a deep influence on the formation of civil position - the attitude towards the media person gains the nature of politically painted trust thanks to sharpness of reflection of real problems which disturb the population. By means of popular culture and television Vladimir Zelensky together with the group have opportunity to recite their citizenship. Above all, the result of the formation of public sentiments by the creative elite serves as a platform for electoral trust. The mentioned idea allows us to state that humor as a tool of political discourse is a weapon that gives visible results in the electoral campaign.

Privatization is closely associated with the ideological turn to neoliberalism and regarded as a cornerstone of Britain’s “Thatcherite project.” Margaret Thatcher’s Conservative government did not undertake its major privatizations of state-owned businesses until its second term began in 1983. We argue in this article, however, that the 1980 disposal by the National Enterprise Board of its controlling interest in the engineering and electronics company Ferranti offers significant insights into the development of privatization policy and practice, as well as the changing role of the state in British business. This disposal reflected the early caution of some of the Thatcher government’s actions but contributed to fulfillment of an electoral commitment and provided valuable privatization experience in addressing difficult financial, industrial, and political issues.

Abstract:

The paper analyses various approaches to measuring the attitudes of Ukraine’s citizens towards certain types of party systems and presents the most reliable indicators for identifying these attitudes in empirical studies. Drawing upon the above-mentioned indicators along with the data of nationwide surveys conducted by the International Foundation for Electoral Systems and a polling company SOCIS during 1997–2000, by the “Democratic Initiatives” Foundation jointly with “Ukrainian Sociology Service”, as well as by the Institute of Sociology of the National Academy of Sciences of Ukraine during 2008–2017, the author tracks changes in respondents’ attitudes towards different party systems. At the moment, the overwhelming majority of Ukraine’s citizens favour a multiparty system with three to five political parties as the most preferable option.

Abstract:

In the article questions of voting of one-company towns of the Republic of Karelia on amendments to the Constitution of the Russian Federation are investigated in the summer of 2020. The interest of the appeal to a single case is caused by low values of electoral turnout in the region. The analysis of the results of the referendum in single-profile municipalities of the Republic is due to low socio-economic indicators in comparison with the rest of the Russian Federation. The paper contains a table that provides information on the percentage of voter turnout and the distribution of responses to constitutional amendments for each polling station in 11 single-industry towns in Karelia. The study identified two groups of factors that influenced the results of the constitutional referendum in single-industry municipalities in the region. The first category included circ*mstances that are typical for all regions of the Russian Federation: psychological fatigue from information about the COVID-19 pandemic and the postponement of voting for the summer vacation period. The second included specific indicators typical of Karelian single-industry towns: the combination of elements of patriarchal and national political culture in the practice of electoral participation, the geographical location of singleindustry towns on the territory of the Republic, their distance from the center and proximity to European borders.

Abstract:

In this contribution, different elements which clarify the influence of the four yearly social elections on workers'participation are brought together. The author explains that representatives of only two advisory bodies on company level are elected. Nevertheless the social elections have an effect on a broader scale. The elections play a part in the protection of representatives in the trade union delegation, a third representative body on company level. Furthermore the elections can affect the relations which are situated above the company level (relations inside a trade union, between different trade unions and possibly hetween trade unions and the world of politics). Moreover a growing package of powers is granted to the workers' representatives. There is however an important difference between the social and the political elections. Political elections can cause a genuine change of power, social elections on the other hand can never change the postwar basic compromise: the employer preserves most of the decision power.The author outlines furthermore the battle necks of this participation mechanism. The most important bottleneck certainly is the low turn out of candidates for the social elections. For the first time this problem is analysed sectoraly over a longer period of time. It is concluded that there are great differences not only between the economic sectors and the non-economic sectors, but also between the economic sectors themselves. The author also indicates that the decline of active participation in the economic sector since 1975 is mainly situated in seven sectors, which deliver altogether 60% of the mandates in the profit sector. Finally the author touches upon two more bottlenecks, which are already discussed before but which remain nevertheless very important: the low presence of women as candidates and likewise in the distribution of seats, furthermore the relatively great amount of invalid votes in the electoral colleges of workers and young people.

Durante a campanha presidencial dos Estados Unidos no ano de 2016 o governo do país acusou agentes de inteligência russa de usarem ataques cibernéticos contra a empresa que produzia softwares que são usados no sistema eleitoral do país. Apesar de interferências em democracias não serem novas, o caso representa uma tendência na qual o meio cibernético torna-se um valioso recurso, pois, com o avanço da tecnologia da informatização os sistemas eleitorais vem se tornando digitalizados acarretando grande vulnerabilidade especialmente para os países em desenvolvimento. O trabalho tem por objetivo expor a questão do uso dos ataques cibernéticos em eleições. Sustenta que haverá uma tendência a este tipo de intervenção como estratégia política de atores internacionais. Como estudo de caso o trabalho irá se basear na eleição dos E.U.A em 2016 e eventos semelhantes no mesmo período.ABSTRACTDuring the United States presidential campaign in 2016, the country's government has accused Russian intelligence agents of using cyber attacks against a company that produces software used in the country's electoral system. Although interference in democracies is not new, the case represents a trend in which the cybernetic medium becomes a valuable resource because the advancement of computer technology electoral systems are becoming digitalised which are causing great vulnerability especially for developing countries. This paper aims to expose the issue of the use of cyber attacks in elections. It sustains that there will be a tendency to this type of intervention as a political strategy of international actors. Abstract ‘Proved effective on trial, we can speak of an achieved ideal’ Abraham Kuyper and the mechanical voting machine, c. 1895-1905 During the latest presidential elections in the United States, unfounded conspiracy theories sprung up concerning alleged ballot box fraud by compromised voting machines. Although different voting machines had been used in the Netherlands since 1966, concerns over their reliability ended this in 2007. This article investigates the forgotten but ultimately failed attempt to introduce mechanical voting machines a century earlier. It focuses on the role played by prominent politician Abraham Kuyper, who personally visited the Standard Voting Machine Company in Rochester in 1898. The article illustrates how Kuyper’s transatlantic political and religious networks facilitated the voting machine’s transfer, rather than scientific connections. Paradoxically, the introduction of proportional representation in 1917 marked the end of tentative attempts to develop a Dutch version of the American mechanical voting machine. The implementation in the voting process turned out be too expensive, too early, and too complicated for the Dutch electoral system at the dawn of the twentieth century.

The mischief that would create (especially procedural instability, noncompliant electors, nation-wide recounts, vote manipulation, and narrowed support), the compact’s questionable Constitutionality, the weakness of its defense, and the availability of less calamitous alternatives are reasons enough to reject it.

AbstractOver the past decade, the plays of Anders Lustgarten have taken a prominent place in the English theatre repertoire. Performed by companies including Red Ladder, Cardboard Citizens, and the Royal Shakespeare Company, Lustgarten’s dramatic writing places social and political issues centrestage, ranging from the housing crisis and the electoral ascendancy of far-right parties to the alienation of the urban working class and the racist scapegoating of immigrants. This article focuses on Lustgarten’s landmark play inspired by the Occupy movement, If You Don’t Let Us Dream, We Won’t Let You Sleep (Royal Court Theatre, 2013). I explore how the play engages with, and reflects on, economic austerity, forms of contemporary mass protest, and, indirectly, evolving conceptions of English nationhood. I also examine Lustgarten’s notion of “Radical Optimism” – a term he identifies with the global anti-austerity protests following the 2007-8 financial crisis – and consider its importance to what he calls “anti-prop” political theatre. The first part of the article probes the relationship between If You Don’t Let Us Dream and the established “tradition” of state-of-the-nation playwriting; the second part identifies the play’s challenge to this “tradition,” which is informed by its proximity to the Occupy protests.

Abstract:

Kenya became a Crown Colony of the British government on 23 July 1920. Before then, 1895 to 1919, it was a protectorate of the British Government. Between 1887 to 1895, Scot William Mackinnon (1823-1893), under the auspices of his chartered company, Imperial British East Africa (IBEA), was running Kenya on behalf of the British Government. This article sets out to trace the road to democracy in colonial Kenya, though with a bias to electoral contests, from 1920 to 1963. While democracy and/or democratic culture is broader than mere electioneering, the article considers electoral processes as critical steps in consolidating democratic gains, as societies now find an opportunity to replace bad leaders and eventually installs a crop of leadership that resonates well with their pains, dreams, fears and joys. With its own elected leaders, the article hypothesizes, a society has a critical foundation because elected people are ordinarily meant to address cutting-edge issues facing a given society. Such concerns may include: poverty, corruption, racism, marginalization of minority, ethnic bigotry, economic rejuvenation, gender justice, and health of the people among other disquiets. Methodologically, the article focusses more on the 1920 and the 1957 general elections. This is due to their unique positioning in the Kenyan historiography. In 1920, for instance, a semblance of democracy was witnessed in Kenya when the European-Settler-Farmers’ inspired elections took place, after their earlier protests in 1911. They were protesting against the mere nomination of leaders to the Legislative Council (Parliament) since 1906 when the first Parliament was instituted in Kenya’s history. Although Eliud Wambu Mathu became the first African to be nominated to the Legislative Council in 1944, this was seen as a mere drop in the big Ocean, as Africans had not been allowed to vote or usher in their own leaders through universal suffrage. The year 1957 provided that opportunity even though they (Africans) remained a tiny minority in the Legislative Council until the 1963 general elections which ushered in Kenya’s independence. What other setbacks did the Kenyan democratic process encounter; and how were the democratic gains consolidated? While the article does not intend to focus on the voice of religious societies, or the lack of it, it is worthwhile to concede that a democratic process is an all-inclusive enterprise that invites all cadres to “come and build the barricading wall” for all of us.

Abstract:

Business-firm parties founded on the initiative of a political entrepreneur are a phenomenon of growing importance in contemporary party politics. In practice, these are either commercial companies, whose structure is used for a political project, or new and separate organisations constructed on business principles. This article examines the case of Czech party ANO (“YES”), established by the owner of the Agrofert holding company Andrej Babiš. The party achieved remarkable success in the 2013 Czech general election. The opportunity for ANO’s success was provided by strong voter dissatisfaction, reinforced by the scandalous circ*mstances of the centre-right government’s fall. This context created a fertile ground for the introduction of a new entity espousing anti-party, anti-corruption, and anti-political sentiments. In ANO’s organisation and functioning, a strengthening of certain traits characteristic of this type of parties is apparent. A robust system for screening party members and representatives has been gradually put into place, and human resources–style techniques of psychological testing were employed at the party’s inception. Furthermore, the power in the party has been wholly centralised around the leader, and the party’s territorial structures assigned merely service tasks. ANO has also maximised its electoral-professional orientation. The strengthening of the typical traits of a business-firm party can be explained by reference to the party’s origin in the business environment and the notions entertained by its leader. In many respects, Babiš’s party has brought the organisational model of a business-firm party to its limits.

In this article we analyze the causes and effects of the problem of democratic deficit in the European Union (EU). In this article the author determined the essence of problem «democracy deficit» and also it was explored in the activity and functioning of the EU institutions. Issues of pan-European identity were also investigated and the consequences of its absence were analyzed, which is a separate component of the problem under study. The author also analyzes some ways of solving the problem of «democracy deficit» in the EU. Also, the author investigated attitude to this problem that was described in different sources. We determined the attitude of the citizens of the EU to this union. The author made conclusion about that the EU has the problem of «democracy deficit», but we can’t say that the EU is undemocratic union. We also agree that the EU has made some good steps on the way of solving this important problem, but it isn’t enough. The author supports the idea of making some information company for informing the citizens about activities and functioning of the EU. We think that the EU should make a decision about a single electoral system. The author supports the conception of deliberative democracy that means attraction citizens of the EU to the process of discussion and making the decisions. And the author says that the issue of democracy deficit has two main aspects: at first, the problems of the functioning of the political system of the European Union; secondly, the lack of pan-European identity, the problem of bringing the EU closer to citizens and their disinterest in Union policy.

In the Spanish case, the need to impose a beginning of veracity opposite to the drift that takes a democracy that tends to the sham, and the exigency of protecting the freedom of the voting population opposite to the manipulative trends of the power, this way they advise it.

The high-growth population policy, underpinned by the influx of migrants and foreign workers, has strongly fuelled the groundswell of public discontent and is commonly perceived to have contributed to widening income disparities, wage stagnation, and cost of living pressures. This article attempts to make sense of the PAP leadership's dogged commitment to the high-growth population policy despite the electoral backlashes and policy criticisms by prominent public intellectuals and others closely connected to the PAP establishment. It considers Singapore's high-growth population policy and widening income disparity within the context of the authoritarian developmental state's shift away from the ‘growth with equity’ social compact. The article also examines the impact of widening income inequality and other policy lapses on the legitimacy of the PAP government as the clamor for a renewed social compact based on ‘growth with equity’ gathers momentum in the repoliticized polity.

This study seeks to investigate the impact, responses and demands for support, in the face of the crisis caused by Covid 19, by entrepreneurs and organizations in the economic sectors, as well as the strategies considered to have the greatest impact on their business and that could consider necessary. The study took information from a survey that obtained a total of 138 responses, mainly located in the province of San José (50%), more than half (84.7%) include micro and small businesses and a (9, 3%) medium and large companies mostly located in a development stage in which the company achieves a degree of positioning in the market that guarantees its sustainability over time, the rest are located in the beginning and maturity stages mostly, they cover a wide range of sectors of activity. The largest number of participating entrepreneurs was found in the age range of 30 to 40 years (38%). Thus, it is found that the direct and indirect effects of covid 19 in the entrepreneurial sector of various sectors of the Costa Rican economy caused (55.7%) cuts in working hours as a practice in their businesses to face the crisis and a decrease in (67%) in the price of their products or services, experiencing a transformation in the management of business models that until before this date were usual. It is evident that the effects of the pandemic caused by COVID-19 had a strong impact on the Costa Rican productive sector, and the need for support from the businesspersons who have been affected is evident. Furthermore, for a country of 5.5 million inhabitants, the pandemic leaves more than 400 thousand people unemployed (16.4% + 11.1% underemployed), that is, 92 thousand more than before COVID 19. The worst hit groups are those of women and youth, leading them and the other unemployed to migrate to informality. 1,455 micro (1-5 employees), small (6-30 employees) and medium (31-100) closed. These companies have little chance of reopening, having to increase the figures of informality and in many cases, 2% of GDP in smuggling and illicit trade. The Costa Rican government must work to support new ventures that allow the insertion of new businesses in the formal sector, leading innovation, and competitive proposals to face new challenges. Access to soft loans, improvements in social security rates and differentiated fees for taxation should be part of the solutions. In addition, ensure that the minimum contributory rate of social security is modified for the payment for part-time work, so that the same companies hire personnel based on the hours worked and not for a single rate. It should be considered that Costa Rica is already part of the OCDE and that is going through a historic electoral process (26 presidential candidates), to put this problem in the sights of the candidates. The joint work between private sector, government, financial and educational institutions is a must. Costa Rica is walking at the edge of falling into an economic default and helping these initiatives could be a magic recipe for the economy.

Throughout, the Electoral College and plurality voting both receive blame. Scenario 1 exposes a quirk previously unnoticed: Under (albeit special) conditions, certain 1968 Humphrey voters could have made Humphrey rather than Nixon the election victor had they voted strategically for Wallace instead of Humphrey. In Scenario 2, overlooked nonidentifiability of undervotes would have plagued the 2000 Florida recount had the U.S. Supreme Court not halted it, thus raising questions about the foresightfulness of almost everyone involved; but, in addition, Gore missed an opportunity that, through use of proper statistical sampling, could have propelled him to victory. In Scenario 3, National Popular Vote Interstate Compact supporters fail to foresee that even one state, by changing its method for presidential voting, can wreck this innovative and widely promoted compact.

This article explores the ongoing crisis of statelessness that has been created because of a petition made by the people of Assam, India to update the electoral rolls in the state. As a result of the process, which has been approved by the Supreme Court of India, an estimated 4 million people have become stateless. The government has stated that these 4 million people risk deportation back to Bangladesh. This article will briefly examine the history of the situation that has unfolded in Assam; discuss the role of statelessness and how it may lead to genocide, underscoring the importance to act and find robust solutions. Finally, the author will conclude by discussing potential actions that India should take in order to resolve future cases of statelessness, specifically examining the Global Compact on Refugees and other instruments provided for within international refugee law.

This research deals with the process of water desalination, involving an experimental design used to study a new prototype of a solar membrane distillation plant based on the weather conditions of Kairouan City, Tunisia. In this experiment, the pilot is left autonomous with the sun as the only source of energy. The operating process of a desalination plant consists of solar energy provided by the sun using solar energy collectors, which provide energy through their photovoltaic panels for heating brackish water. Additionally, the membrane used in this study was of the spiral wound design, which allowed for a compact arrangement besides effective internal heat recovery. The system start-up was successfully carried out and experimental studies were launched on various days of August 2020. During the experiment, the average production was approximately 15.92 L/m2 ap per day while the distillate’s electoral conductivity amounted to 1865 μS/cm. Calculations revealed that the specific thermal energy consumption for the system ranged between 90 and 310 kWh/m3.

With working time included in working hours overtime, this first-line capacity cannot meet production demands. Work measurement is done to get actual time data for capacity calculation. Man machine chart is one of the tools used to determine the production line capacity with the current number of machines and workers. To be able to fulfill the production demand, a capacity design with 2 proposed improvements is carried out, namely: adding a working time of one shift for the first production line or balancing work time between lines. By calculating the results obtained and the costs incurred, the proposal for balancing work time between lines becomes more effective to do.

Compact segment sampling was used in each of the 60 selected electoral wards identified through cluster selection module of the RAAB software using probability proportionate to size method. Persons >50 years of age were enumerated from selected segments to achieve cumulative target of 60/day by two teams. Participants underwent presenting and pinhole visual acuity (VA) testing in each eye. A torch light examination and direct ophthalmoscopy established cause of visual impairment/blindness if present. Data were entered into and analysed using RAAB software.ResultsThe response rate was 89.5% (3221/3600), and 55.3% were women. Results of only RAAB module are presented in this paper. Age-standardised and sex-standardised prevalence of blindness was 1.3% (95% CI 0.9 to 1.8). Cataract was the most common cause of blindness (45.7%) followed by overall posterior segment disorders (39.1%). Cataract surgical outcome was good (VA>6/18) or very good (VA>6/12) in 805/1190 (67.6%) cases. Cataract surgical coverage was 96.7%. ‘Need not felt’ (36.6%) and ‘cost’ (31.7%) were the most common barriers for cataract surgery.ConclusionPrevalence of blindness is showing declining trend in urban India. Cataract remains a major cause of blindness followed by posterior segment disorders. Social marketing, and referral linkages between community and service providers were planned after this survey.

The Lega Nord (LN) has undergone a profound process of transformation since 2013, by replacing its historical regionalist populism with a new state-wide populist radical right outlook. However, very little is known about how such transformation impacted its organizational model, particularly the mass-party features that characterized it under its founding leader, Umberto Bossi. This article explores the organizational evolution of the party under Matteo Salvini by means of a qualitative in-depth analysis of 41 semi-structured interviews with representatives of the LN from four regions (Calabria, Emilia-Romagna, Lombardy, and Veneto) and primary documents. It underlines that the LN was turned into a disempowered and politically inactive “bad company,” charged with the task of paying the debts of the old party, while its structure, resources, and personnel were poured into a new state-wide organization called Lega per Salvini Premier (LSP). The LSP has not simply maintained the key features of the mass-party in the LN’s historical strongholds, but also pioneered a modern form of this organizational model grounded on the continuous interaction between digital and physical activism, i.e., “phygital activism,” which boosts the party’s ability to reach out to the electorate by delivering the image that the League is constantly on the ground. The LSP has sought to export this modern interpretation of the mass-party in the South; however, in that area its organizational development remains at an embryonic stage, and the party’s nationalization strategy has so far produced a “quasi-colonial” structure dominated by, and dependent on, the Northern elite.

The 1980s California congressional plans are not shown to be gerrymanders by the fact that the 1982 results were grossly disproportional to the votes of the electorate, nor by the fact that these plans each have only a very small number of seats where both parties have reasonable chances for the victory, nor by the fact that each plan is characterized by tortuously shaped districts, e.g., in San Diego and Northern California, which have no justification in terms of minority protection or in preserving city boundaries intact,although all three of these statements are true. It is well recognized that single member districts cannot be expected to yield proportionality between a party's vote percentage and the percentage of seats it wins (indeed, defense experts cite my own work on just this point); and it is also recognized that neither the absence of competition, nor the existence of ill-compact districts, make a gerrymander in and of themselves. Each of these factors, rather, is an indicator of possible gerrymandering efforts. When all three of these factors are found together with others (e.g., a plan passed in frantic haste by a partisan majority with no input from the minority party, a plan with clear discriminatory impact on the incumbents of the minority party) we have evidence for the conclusion that a plan that looks like a gerrymander, was intended to be a gerrymander, and has the effects of a gerrymander, is a gerrymander.

An important property of any party system is the set of choices it presents to the electorate. In this paper we analyze the distribution of parties relative to voters in the multidimensional issue space and introduce two measures of the dispersion of the parties in the issue space relative to the voters, which we call measures of the compactness of the parties in the issue space. We show how compactness is easily computed using standard survey items found on national election surveys. Because we study the spacing of the parties relative to the distribution of the voters, we produce metric-free measures of compactness of the party system. The measures can be used to compare party systems across issues, over time within countries, and across countries. Comparing the compactness of party systems across countries allows us to determine the relative amount of issue choice afforded voters in different polities. We examine the compactness of the issue space and test the impact it has on voter choice in four countries: the United States, the Netherlands, Canada, and Great Britain. We demonstrate that the more compact the distribution of the parties in the issue space on any given issue, the less voters weight that issue in their vote decision. Thus we provide evidence supporting theories suggesting that the greater the choice offered by the parties in an election, the more likely it is that issue voting will play a major role in that election.

It is based on the specially developed Proof of Execution –a special algorithm that allows detecting all the nodes that honestly execute the Contracts. In order to make the Proof of Execution more compact, an extension for the existing discrete logarithm zero-knowledge proofs that makes it possible to consistentlyprove knowledge of dynamically expanding set of values with minimal computational and memory complexity so-called Cumulative Discrete Logarithm Zero-Knowledge Proof is developed.Thus, in this article, the new concept of Smart Contracts Sharding empowered by economic leverages is researched. The main advantages of the proposed approach are the possibility of interaction with the Internet and big data processing. Moreover, the mechanism of incentivizing nodes to honestly execute the Smart Contracts is developed. In addition, the Cumulative Proof that is necessary for the cryptographic strength of the specified mechanism is offered and its correctness is proven. The obtained results can be used to implement Smart Contracts in decentralized systems, in particular, working on the basis of Blockchain technology, especially in the case of demanding high bandwidth and performance

<p><strong>Abstract.</strong> Gerrymandering is the practice of deliberately drawing electoral districts in a way that provides unfair advantage to one group over another, typically with respect to political parties or particular social or ethnic groups (Bunge 1966; Horn 1999). The term itself was coined in 1812, after a Massachusetts Governor, Elbridge Gerry, signed into law a political reapportionment bill with long, sinuous districts that one political cartoonist aptly compared to a winged salamander (Morrill 1973). While this practice was by no means new, the particularly grievous instance had given it a name; because, of the profound impact that voting district boundaries can have on the outcome of single-candidate elections, the practice lives on some two centuries later. Since then, several important legislative and judicial standards have emerged at the level of US Federal Government that were intended to stymie this practice. These include the Voting Rights Act of 1965, which stipulated that US Congressional districts be comprised of contiguous territory in “as compact form as practicable” (Bunge 1966). And yet despite these laws and legal standards, the US Supreme Court has been “reluctant to overturn even fairly blatant partisan gerrymandering,“ (Horn 1999), in part due to the inherent complexity of ascribing arbitrary boundaries on complex social and geographic landscapes, but also due to the onerous (and sometimes conflicting) legal standards that have been established. As Bill Bunge (1966) put it, “the problem sounds geographically simple—merely construct regions of ‘compact form’! But the grouping of locations into an antigerrymandered state touches on some of the deepest and most fundamental problems in regional geography.”</p><p>In the United States, the upcoming 2020 Census, and the resulting redistricting process, has brought gerrymandering back into focus. Specifically, algorithmically conducted geospatial analysis and the resulting cartographic visualizations produced have emerged as a central battleground on which various practices of redistricting are discussed. However, most spatial analysis and cartographic visualization of gerrymandering to date has relied almost exclusively on Euclidean, absolute representations of space (O’Sullivan et al . 2018). In this paper, we demonstrate how strictly Euclidean perspectives may fail to account for the quotidian experiences of space. Further, we argue towards a relational understanding of space that takes into account how individuals move through space in their day-to-day lives. To do so, we first return to a set of complex mathematical approaches first espoused during the quantitative revolution of the 1970s (Forer 1978; Morrill 1976; Morrill 1973; Tobler 1961; and others). Using new and improved computational tools, we improve upon these efforts, providing a process for generating new visualizations that explore relational spaces within congressional districts. Specifically, we use Multidimensional Scaling (MDS) within a graph network to bend and fold congressional districts in accordance with the travel-time it takes to move through them. We conclude by discussing the limitations of this approach and areas for further research.</p><p>Though quantitative methods in the field of geography seem presently dominated by narrow views of absolute, Euclidean spaces, early efforts at defining quantitative geographic approaches were focused largely on finding new ways to define and visualize space (Janelle 2015; Kitchin 2006; O’Sullivan et al. 2018). Tobler (1961) proposed that much distortion of space by transportation can be understood through the transformation of coordinates. Bunge’s transformation of the “real” travel time for commuters is one of the more famous visualization of this type of isochronic transformation (O’Sullivan et al. 2018). Forer (1978) expands upon this idea with a discussion of an all-points-to-all-points reorganization, rather than the bending of adjacent points of interest based on a singular, central anchor point. Such an approach is necessarily computationally intensive as points must be moved over many iterations as the relative location of adjacent points is also in flux, and there exists the possibility of complex inversions in cases where the interior of the geographic space is not navigable (O’Sullivan et al. 2018). Simply put, this type of computationally intensive visualization was extremely difficult in the 1970s and, additionally, newer techniques such as MDS and bidimensional regression not developed or relatively unknown at that time (Ahmed and Miller 2017).</p><p>While the practical and mathematical execution of these approached failed to overcome the technical barriers of their time, deeper philosophical currents present in such were were carried on through discourse in both feminist and human geography. Much of this work has engaged with Marx’s concept of the “annihilation of space by time” particularly as articulated through Harvey’s (1990) explication of “time-space compression.” Despite academic interest in the relational experiences of space in daily life and a recognition that distance alone is an insufficient means of characterizing the spaces and places in which human interaction takes place, there has been little engagement with these ideas with respect to the creation of representational voting districts where an emphasis on purportedly “neutral” algorithms and their resulting visualizations has dominated the public discourse.</p><p>We present an approach for the visualization of congressional districts within the United States that is based upon the estimated travel time between points according to Bing Maps API. Such an approach is informed by the relational, lived experiences of individuals as they attempt to traverse space, but also requires significant computational complexity. The approach follows Forer’s (1978) conceptual model of continuous spatial transformations between all points. To create a visualization that maintains some similarity to the types seen by traditional maps, points will be assigned as an evenly spaced grid at sufficient density to roughly approximate the full shape of traditional congressional district polygons. In our test case, we demonstrate significant distortion of districts when travel-time is taken into account that reveals otherwise cartographically hidden experiences of lived space. We select three districts in Washington state for this demonstration, although the open-source code can be readily applied to any district for which the user has information.</p><p>In brief, the process involves the transformation of a congressional district to a set of coordinate points (Figure 1). A distance matrix of travel times between all-points-to-all-points is then constructed. MDS, a process for arranging points based on their dissimilarity (Bouts et al. 2016; Shimizu &amp; Inoue 2009; VanderPlas 2016), allows for the rearranging of these points within a graph network such that the average travel time between all points in the graph is minimized. This follows Morrill’s (1973; 1976) approach to the construction of congressional districts.</p>

AbstractThe shapes of electoral districts determine how votes translate into seats. When districts favor certain political parties, electoral results can be disproportionate and the public may lose faith in the political process. Disagreement about appropriate district shapes is subjective, rarely resolved, and often leads to lawsuits. Previously, many authors have called for objective districting criteria. We offer a novel synthesis of models that enables the proactive comparison of district maps, by relating a planar graph partition, the single-member plurality rule, the maximin decision rule, and any agreed measure of partisan bias with a territorial map and historical vote results. Historical vote totals avoid the complexity and uncertainty associated with counterfactual models of vote swing. Districting plans could be objectively compared on such criteria as party proportionality or compact shape to reject plans with worse bias. Objective tools to reduce partisan bias in district maps could boost collaborative participation, increase perceptions of fairness and justice, and reduce costs.

ABSTRACT Apparently unnoticed by its advocates, a prominent effort to improve the troubled US presidential-election system—the National Popular Vote Interstate Compact (NPVIC)—is on a collision course with another effort at electoral change—“ranked-choice voting” (RCV, known previously by less ambiguous names). The NPVIC is a clever device intended, without constitutional amendment, to elect as president the nationwide popular-vote winner (i.e., the plurality-vote winner) rather than the electoral-vote winner. Election results in 2000, 2016, and 2020 enhanced its support. However, the (constitutional) ability of even one state to replace its plurality voting with another voting system causes the popular-vote total posited for the NPVIC to be undefined, thereby rendering the NPVIC unusable. Maine and Alaska recently switched from plurality voting to RCV for presidential elections. Consequently, tangled results and turmoil could occur with the NPVIC. To improve presidential elections, replacing plurality voting with other systems appears to be more sensible than pursuing the NPVIC.

Nowadays it is hardly possible to overestimate the role of digital technologies in the work of Russian politicians. One of the effective means that gives new opportunities for modern politicians is social media. The phenomenon of social media has no longer been just entertainment, it has become a powerful tool of influencing public opinion. If used properly social media can help both shape the image of a politician and increase the electorate trust and loyalty. Social networks appear to be the most accessible and popular type of social media for politicians. This article covers the topic of maintaining social network profiles by the heads of several Russian regions, moreover, the authors assess the impact on perception of politicians by the politically active population. To achieve this goal we conducted an analysis of the politician activity on the popular Russian social network VKontakte over a certain period using a special technical tool — a social media multi-factor monitoring and analyzing system developed by Russian company “Kribrum”. It contains various analysis methods, as well as linguo-semantic and psychological behavioral models. It was found that maintaining accounts on social networks contributes to the increase of public confidence in the authorities. However, the potential of this tool is not exploited to the full scale: in some cases, the heads of regions do not pay sufficient attention to maintaining their own pages on the Internet. They cannot cope with technical tools or ignore them, do not work with citizens through social networks, which eventually leads to the lack of credibility. In the modern conditions, with the federal government recognizing the importance of social media and taking into account transparency and public acknowledgement of regional authorities, the tendency towards intensifying work with citizens on virtual networks is likely to increase. Introduction Presidents “define who Americans are—often by declaring who they aren’t”, and “by their very utterances […] have shaped our sense of who we are as Americans” (Stuckey, front cover). This advocacy of some groups and policies to the exclusion of others has been facilitated in the United States’ political culture by the country music industry. Indeed, President Richard Nixon said of country music that it “radiates a love of this nation—a patriotism,” adding that it “makes America a better country” (Bufwack and Oermann 328). Country music’s ardent support of American military conflict, including Vietnam, has led to its long-term support of Republican candidates. There has been a general lack of scholarly interest, however, in how country music has promoted Republican definitions of what it means to be an American. Accordingly, we have two primary objectives. First, we will demonstrate that Republicans, aided by country music, have used the theme of defence of “country,” especially post-9/11, to attempt to intimidate detractors. Secondly, Republicans have questioned the love of “country,” or “patriotism,” of their electoral opponents just as country musicians have attempted to silence their own critics. This research is timely in that little has been done to merge Presidential advocacy and country music; furthermore, with the election of a new President mere days away, it is important to highlight the tendencies toward intolerance that both conservatism and country music have historically shared. Defence of ‘Country’ After the 9/11 attacks, President George W. Bush addressed the nation before a Joint Session of Congress on 20 September 2001. During this speech, the president threatened the international community and raised the spectre of fear in Americans both while drawing distinctions between the United States and its enemies. This message was reflected and reinforced by several patriotic anthems composed by country artists, thus enhancing its effect. In his remarks before Congress, Bush challenged the international community: “Either you are with us, or you are with the terrorists;” thus “advocating some groups to the exclusion of others” on the international stage (20 September 2001). With these words, the President expanded the definition of the United States’ enemies to include not only those responsible for the 9/11 attacks, but also anyone who refused to support him. Republican Senator John McCain’s hawkishness regarding the attacks mirrored the President’s. “There is a system out there or network, and that network is going to have to be attacked,” McCain said the next morning on ABC (American Broadcasting Company) News. Within a month he made clear his priority: “Very obviously Iraq is the first country,” he declared on CNN. Later he yelled to a crowd of sailors and airmen: “Next up, Baghdad!” (http://www.iht.com/articles/2008/08/17/america/mccain.php). Bush’s address also encouraged Americans at home to “be calm and resolute, even in the face of a continuing threat” (20 September 2001). The subtle “us vs. them” tension here is between citizens and those who would threaten them. Bush added that “freedom and fear” had always “been at war” and “God is not neutral between them” (20 September 2001) suggesting a dualism between God and Satan with God clearly supporting the cause of the United States. Craig Allen Smith’s research refers to this as Bush’s “angel/devil jeremiad.” The President’s emphasis on fear, specifically the fear that the American way of life was being assailed, translated into public policy including the creation of the Department of Homeland Security and the Patriot Act. This strategic nomenclature strengthened the power of the federal government and has been used by Republicans to suggest that if a candidate or citizen is not a terrorist then what does he/she have to fear from the government? The impact of Bush’s rhetoric of fear has of late been evaluated by scholars who have termed it “melodrama” in international affairs (Anker; Sampert and Treiberg). To disseminate his message for Americans to support his defence of “country,” Bush needed look no further than country music. David Firestein, a State Department diplomat and published authority on country music, asserted that the Bush team “recognised the power of country music as a political communication device” (86). The administration’s appeal to country music is linked to what Firestein called the “honky-tonk gap” which delineates red states and blue states. In an analysis of census data, Radio-Locator’s comprehensive listing by state of country music radio stations, and the official 2004 election results, he concluded that If you were to overlay a map of the current country music fan base onto the iconic red-and-blue map of the United States, you would find that its contours coincide virtually identically with those of the red state region. (84) And country musicians were indeed powerful in communicating the Republican message after 9/11. Several country musicians tapped into Bush’s defence of country rhetoric with a spate of songs including Alan Jackson’s Where Were You? (When the World Stopped Turning), Toby Keith’s Courtesy of the Red, White, and Blue (the Angry American), and Darryl Worley’s Have You Forgotten? to name a few. Note how well the music parallels Bush’s attempt to define Americans. For instance, one of the lines from Keith’s Courtesy of the Red, White, and Blue (the Angry American) speaks of those who have given their lives so that other Americans may rest peacefully. This sentiment is reiterated by the theme of Worley’s Have You Forgotten? in which he talks of spending time with soldiers who have no doubts about why they are at war. Both songs implicitly indict the listener for betraying United States soldiers if his/her support for the Iraqi war wanes or, put in Bush terms, the listener would become a supporter of “terrorism.” Country music’s appeal to middle-America’s red state conservatism has made the genre a natural vehicle for supporting the defence of country. Indeed, country songs have been written about every war in United States history; most expressing support for the conflict and the troops as opposed to protesting the United States’ action: “Since the Civil War and Reconstruction, ‘Dixie’ has always been the bellwether of patriotic fervour in time of war and even as the situation in Vietnam reached its lowest point and support for the war began to fade, the South and its distinctive music remained solidly supportive” (Andresen 105). Historically, country music has a long tradition of attempting to “define who Americans were by defining who they weren’t” (Stuckey). As Bufwack and Oermann note within country music “images of a reactionary South were not hard to find.” They add “Dixie fertilized ‘three r’s’ – the right, racism, and religion” (328). Country musicians supported the United States’ failed intervention in Vietnam with such songs as It’s for God and Country and You Mom (That’s Why I’m Fighting In Vietnam), and even justified the American massacre of noncombatants at My Lai in the Battle Hymn of Lt. Calley (328). Thus, a right-wing response to the current military involvement in Iraq was not unexpected from the industry and the honky-tonk state listeners. During the current election, Republican presidential nominee McCain has also received a boost from the country music genre as John Rich, of Big and Rich, wrote Raising McCain, a musical tribute to McCain’s military service used as his campaign theme song. The song, debuted at a campaign rally on 1 August 2008, in Florida, mentions McCain’s ‘Prisoner of War’ status to keep the focus on the war and challenge those who would question it. Scholars have researched the demographics of the country music listener as they have evaluated the massification theory: the notion that the availability of a widespread media culture would break down social and cultural barriers and result in a “hom*ogenised” society as opposed to the results of government-controlled media in non-democratic countries (Peterson and DiMaggio). They have determined that the massification theory has only been partially demonstrated in that regional and class barriers have eroded to some extent but country music listeners are still predominately white and older (Peterson and DiMaggio 504). These individuals do tend to be more conservative within the United States’ political culture, and militarism has a long history within both country music and conservatism. If the bad news of the massification theory is that a mass media market may not perpetuate a hom*ogenous society, there is good news. The more onerous fears that the government will work in tandem with the media to control the people in a democracy seem not to have been borne out over time. Although President Bush’s fear tactics were met with obsequious silence initially, resistance to the unquestioning support of the war has steadily grown. In 2003, a worldwide rally opposed the invasion of Iraq because it was a sovereign state and because the Bush doctrine lacked United Nations’ support. Further opposition in the United States included rallies and concerts as well as the powerful display in major cities across the nation of pairs of combat boots representing fallen soldiers (Olson). Bush’s popularity has dropped precipitously, with his disapproval ratings higher than any President in history at 71% (Steinhauser). While the current economic woes have certainly been a factor, the campaigns of Barack Obama and John McCain can also be viewed as a referendum on the Bush war. The American resistance to the Bush rhetoric and the Iraq war is all the more significant in light of research indicating that citizens incorrectly believe that the opposition to the Vietnam War was typified by protests against the troops rather than the war itself (Beamish). This false notion has empowered the Republicans and country musicians to challenge the patriotism of anyone who would subsequently oppose the military involvement of the United States, and it is to this topic of patriotism that we now turn. Patriotism Patriotism can be an effective way for presidential candidates to connect with voters (Sullivan et al). It has been a particularly salient issue since the 9/11 attacks and the wars in Iraq and Afghanistan. Ironically, George W. Bush, a man whose limited military service had been the subject of debate in 2000, was able to employ the persistent patriotic themes of country music to his electoral advantage. In fact, Firestein argued that country music radio had a greater effect on the 2004 election than any ads run by issue groups because it “inculcated and reinforced conservative values in the red state electorate, helped frame the issues of the day on terms favourable to the conservative position on those issues, and primed red state voters to respond positively to President Bush’s basic campaign message of family, country, and God” (Firestein 83). Bush even employed Only in America, a patriotic anthem performed by Brooks and Dunn, as a campaign theme song, because the war and patriotism played such a prominent role in the election. That the Bush re-election campaign successfully cast doubt on the patriotism of three-time Purple Heart winner, Democratic Senator John Kerry, during the campaign is evidence of Firestein’s assertion. The criticism was based on a book: Unfit for Command: Swift Boat Veterans Speak Out Against John Kerry (O’Neill and Corsi). The book was followed by advertisem*nts funded by Swift Boat Veterans for Truth which included unsubstantiated claims that Kerry lied or exaggerated his combat role in Vietnam in order to obtain two of his Purple Hearts and his Bronze Star; the testimony of Kerry’s crewmen and Navy records notwithstanding, these ads were effective in smearing Kerry’s service record and providing the President with an electoral advantage. As far as country music was concerned, the 2004 election played out against the backdrop of the battle between the patriotic Toby Keith and the anti-American Dixie Chicks. The Dixie Chicks were berated after lead singer Natalie Maines’s anti-Bush comments during a concert in London. The trio’s song about an American soldier killed in action, Travelin’ Soldier, quickly fell from the top spot of the country music charts. Moreover, while male singers such as Keith, Darryl Worley, and Alan Jackson received accolades for their post 9/11 artistic efforts, the Dixie Chicks endured a vitriolic reaction from country music fans as their CDs were burned, country radio refused to play their music, their names were added to an internet list of traitors, their concerts were protested by Bush supporters, and their lives were even threatened (http://www.poppolitics.com/archives/2003/04/Bandwagon). Speaking from experience at the 2008 Democratic National Convention, Kerry addressed the issue of patriotism stating: This election is a chance for America to tell the merchants of fear and division: you don’t decide who loves this country; you don’t decide who is a patriot; you don’t decide whose service counts and whose doesn’t. […] After all, patriotism is not love of power or some cheap trick to win votes; patriotism is love of country. (http://www.clipsandcomment.com/2008/08/27/full-text-john-kerry-speech-democratic-national-convention/) Kerry broached the issue because of the constant attacks on the patriotism of Democratic nominee, Senator Barack Obama. At the most basic level, many of the attacks questioned whether Obama was even an American. Internet rumours persisted that Obama was a Muslim who was not even an American citizen. The attacks intensified when the Obamas’ pastor, Reverend Jeremiah Wright, came under fire for comments made during a sermon in which he stated “God damn America.” As a result, Obama was forced to distance himself from his pastor and his church. Obama was also criticised for not wearing a United States flag lapel pin. When Michelle Obama stated for the “first time [she was] proud of her country” for its willingness to embrace change in February of 2008, Cindy McCain responded that she “had always been proud of her country” with the implication being, of course, a lack of patriotism on the part of Michelle Obama. Even the 13 July 2008 cover of the liberal New Yorker portrayed the couple as flag-burning Muslim terrorists. During the 2008 election campaign, McCain has attempted to appeal to patriotism in a number of ways. First, McCain’s POW experience in Vietnam has been front and centre as he touts his experience in foreign policy. Second, the slogan of the campaign is “Country First” implying that the Obama campaign does not put the United States first. Third, McCain’s running mate, Alaska Governor Sarah Palin, insisted in a speech on 4 October 2008, that Barack Obama has been “palling around with terrorists who would target their own country.” Her reference was to Obama’s acquaintance, Bill Ayers, who was involved in a series of Vietnam era bombings; the implication, however, was that Obama has terrorist ties and is unpatriotic. Palin stood behind her comments even though several major news organisations had concluded that the relationship was not significant as Ayers’ terrorist activities occurred when Obama was eight-years-old. This recent example is illustrative of Republican attempts to question the patriotism of Democrats for their electoral advantage. Country music has again sided with the Republicans particularly with Raising McCain. However, the Democrats may have realised the potential of the genre as Obama chose Only in America as the song played after his acceptance speech at the Democratic Convention. He has also attempted to reach rural voters by starting his post-convention campaign in Bristol, Virginia, a small, conservative town. Conclusion Thus, in the wake of 9/11, Republicans seized the opportunity to control the culture through fear and patriotic fervour. They were facilitated in this endeavor by the country music industry with songs that that would questions the motives, defence of “country,” and patriotism, of anyone who would question the Bush administration. This alliance between country music and the right is an historically strong one, and we recommend more research on this vital topic. While this election may indeed be a referendum on the war, it has been influenced by an economic downturn as well. Ultimately, Democrats will have to convince rural voters that they share their values; they don’t have the same edge as Republicans without the reliance of country music. However, the dynamic of country music has changed to somewhat reflect the war fatigue since the 2004 campaign. The Angry American, Toby Keith, has admitted that he is actually a Democrat, and country music listeners have grown tired of the “barrage of pro-troop sentiment,” especially since the summer of 2005 (Willman 115). As Joe Galante, the chief of the RCA family of labels in Nashville, stated, “It’s the relatability. Kerry never really spent time listening to some of those people” (Willman 201). Bill Clinton, a Southern governor, certainly had relatability, carrying the normally red states and overcoming the honky-tonk gap, and Obama has seen the benefit of country music by playing it as the grand finale of the Democratic Convention. Nevertheless, we recommend more research on the “melodrama” theory of the Presidency as the dynamics of the relationship between the Presidency and the country music genre are currently evolving. Abstract:

“We have made Italy, now we must make Italians,” in the (probably apocryphal) words of the Prime Minister, sometime after the unification of the nation in 1860. Perhaps in French, if it was said at all. (The quotation is typically attributed to Massimo D’Azeglio, the prime minister of Piedmont and predecessor of the first Italian prime minister Camillo Cavour. Many have suggested that the phrase was misquoted and misunderstood (see Doyle.) D’Azeglio spoke in Italian when he addressed the newly-formed Italian parliament, but my reference to French is meant to indicate the fragility of the national language in early Italy where much of the ruling class spoke French while the majority of the people in the peninsula still spoke regional dialects.) It was television – more than print media or even radio – that would have the biggest impact in terms of ‘making Italians.’ Writing about Italy in the 1950s, a well-known media critic suggested that television, a game show actually, “was able to succeed where The Divine Comedy failed … it gave Italy a national language” (qtd. in Foot). But these are yesterday’s problems. We have Italy and Italians. Moreover, the emergence of global ways of being and belonging are evidence of the ways in which the present transcends forms of belonging rooted in the old practices and older institutions of the nation-state. But, then again, maybe not. “A country that allows you to vote in its elections must be able to provide you with information about those elections” (Magliaro). This was 2002. The country is still Italy, but this time the Italians are anywhere but Italy. The speaker is referring to the extension of the vote to Italian citizens abroad, represented directly by 18 members of parliament, and the right to information guaranteed the newly enfranchised electorate. What, then, is the relationship between citizenship, the state and global television today? What are the modalities of involvement and participation involved in these transformations of the nation-state into a globally-articulated network of institutions? I want to think through these questions in relation to two ways that RAI International, the ‘global’ network of the Italian public broadcaster, has viewed Italians around the world at different moments in its history: mega-events and return information. Mega-Events Eighteen months after its creation in 1995, RAI International was re-launched. This decision was partially due to a change in government (which also meant a change in the executive and staff), but it was also a response to the perceived failure of RAI International to garner an adequate international audience (Morrione, Testimony [1997]). This re-launch involved a re-conceptualisation of the network’s mandate to include both information services for Italians abroad (the traditional ‘public service’ mandate for Italy’s international broadcasting) as well as programming that would increase the profile of Italian media in the global market. The mandate outlined for Roberto Morrione – appointed president as part of the re-launch – read: The necessity of strategic and operative certainties in the international positioning of the company, both with regard to programming for our co-nationals abroad and for other markets…are at the centre of the new role of RAI International. This involves bringing together in the best way the informative function of the public service, which is oriented to our community in the world in order to enrich its cultural patrimony and national identity, with an active presence in evolving markets. (Morrione, Testimony [1998]) The most significant change in the executive of the network was the appointment of Renzo Arbore, a well-known singer and bandleader, to the position of artistic director. At the time of Arbore’s appointment, the responsibilities of the artistic director at the network were ill defined, but he very quickly transformed the position into the ‘face’ of RAI International. In an interview from 1998, Arbore explained his role at the network as follows: “I’m the artistic director, which means I’m in charge of the programs that have any kind of artistic content. Also, I’m the so called “testimonial”, which is to say I do propaganda for the network, I’m the soul of RAI International” (Affatato). The most often discussed aspect of the programming on RAI International during Arbore’s tenure as artistic director was the energy and resources dedicated to events that put the spotlight on the global reach of the service itself and the possibilities that satellite distribution gave for simultaneous exchange between locations around the world. It was these ‘mega-events’ (Garofalo), in spite of constituting only a small portion of the programming schedule, that were often seen as defining RAI’s “new way” of creating international programming (Milana). La Giostra [The Merry Go Round], broadcast live on New Year’s Eve 1996, is often cited as the launch of the network’s new approach to its mission. Lasting 20 hours in total, the program was hosted by Arbore. As Morrione described it recently, The ‘mother of live shows’ was the Giostra of New Year’s ’97 where Arbore was live in the studio for 20 consecutive hours, with many guests and segments from the Pole, Peking, Moscow, Berlin, Jerusalem, San Paolo, Buenos Aires, New York and Los Angeles. It was a memorable enterprise without precedent and never to be duplicated. (Morrione, RAI International) The presentation of television as a global medium in La Giostra draws upon the relationship between live broadcasting, satellite television and conceptions of globality that has developed since the 1960s as part of what Lisa Parks describes as ‘global presence’ (Parks). However, in keeping with the dual mandate of RAI International, the audience that La Giostra is intended to constitute was not entirely hom*ogenous in nature. The lines between the ‘national’ audience, which is to say Italians abroad, and the international audience involving a broader spectrum of viewers are often blurred, but still apparent. This can be seen in the locations to which La Giostra travelled, locations that might be seen as a mirror of the places to which the broadcast might be received. On the one hand, there are segments from a series of location that speak to a global audience, many of which are framed by the symbols of the cold war and the ensuing triumph of global capitalism. The South Pole, Moscow, Beijing and a reunified Berlin can be seen as representing this understanding of the globe. These cities highlighted the scope of the network, reaching cities previously cut off from Italy behind the iron curtain (or, in the case of the Pole, the extreme of geographic isolation.) The presence of Jerusalem contributed to this mapping of the planet with an ecclesiastical, but ecumenical accent to this theme. On the other hand, Sao Paolo, Buenos Aires, and Melbourne (not mentioned by Morrione, but the first international segment in the program) also mapped the world of Italian communities around the world. The map of the globe offered by La Giostra is similar to the description of the prospective audience for RAI International that Morrione gave in November 1996 upon his appointment as director. After having outlined the network’s reception in the Americas and Australia, where there are large communities of Italians who need to be served, he goes on to note the importance of Asia: “China, India, Japan, and Korea, where there aren’t large communities of Italians, but where “made in Italy,” the image of Italy, the culture and art that separate us from others, are highly respected resources” (Morrione, “Gli Italiani”). La Giostra served as a container that held together a vision of the globe that is centered around Italy (particularly Rome, caput mundi) through the presentation on screen of the various geopolitical alliances as well as the economic and migratory connections which link Italy to the world. These two mappings of the globe brought together within the frame of the 20-hour broadcast and statements about the network’s prospective audiences suggest that two different ways of watching RAI International were often overlaid over each other. On the one hand, the segments spanning the planet stood as a sign of RAI International’s ability to produce programs at a global scale. On the other hand, there was an attempt to speak directly to communities of Italians abroad. The first vision of the planet offered by the program suggests a mode of watching more common among disinterested, cosmopolitan viewers belonging to a relatively hom*ogenous global media market. While the second vision of the planet was explicitly rooted in the international family of Italians constituted through the broadcast. La Giostra, like the ‘dual mandate’ of the network, can be seen as an attempt to bring together the national mission of network with its attempts to improve its position in global media markets. It was an attempt to unify what seemed two very different kinds of audiences: Italians abroad and non-Italians, those who spoke some Italian and those who speak no Italian at all. It was also an attempt to unify two very different ways of understanding global broadcasting: public service on the one hand and the profit-oriented goals of building a global brand. Given this orientation in the network’s programming philosophy, it is not surprising that Arbore, speaking of his activities as Artistic director, stated that his goals were to produce shows that would be accessible both to those that spoke very little Italian as well as those that were highly cultured (Arbore). In its attempt to bring these divergent practices and imagined audiences together, La Giostra can be seen as part of vision of globalisation rooted in the euphoria of the early nineties in which distance and cultural differences were reconciled through communications technology and “virtuous” transformation of ethnicity into niche markets. However, this approach to programming started to fracture and fail after a short period. The particular balance between the ethnic and the economically ecumenical mappings of the globe present in La Giostra proved to be as short lived as the ‘dual mandate’ at RAI International that underwrote its conception. Return Information The mega-events that Arbore organised came under increasing criticism from the parliamentary committees overseeing RAI’s activities as well as the RAI executive who saw them both extremely expensive to produce and of questionable value in the fulfillment of RAI’s mission as a public broadcaster (GRTV). They were sometimes described as misfatti televisivi [broadcasting misdeeds] (Arbore). The model of the televisual mega-event was increasingly targeted towards speaking to Italians abroad, dropping broader notions of the audience. In terms of the product that we are developing, aimed at adequately responding to the new demands created by the vote… (Morgia) The granting of the vote to Italians abroad meant that the forms of symbolic communion that produced through the mega-events needed to be supplanted by a policy that allowed for a more direct link between the ritual aspects of global media to the institutions of the Italian state. The evolution of RAI International cannot be separated from the articulation of an increasingly ethno-centric conception of citizenship and the transformation of the Italian state over the course of the 1990s and early 2000s towards. The transition between these two approaches to global television in Italy is important for understanding the events that unfolded around RAI International’s role in the development of a global Italian citizenry. A development that should not be separated from the development of increasingly stern immigration policies whose effect is to identify and export undesirable outsiders. The electoral defeat of Berlusconi in 2006 and the ongoing political instability surrounding the centre-left government in power since then has meant that the future development of RAI International and the long-term effects of the right-wing government on the cultural and political fabric of Italy remain unclear at present. The current need for a reformed electoral system and talk about the need for greater efficiency from the new executive at RAI make the evolution of the global Italian citizenry an important context for understanding the role of media in the globalised nation-state in the years to come. Abstract:

“We have made Italy, now we must make Italians,” in the (probably apocryphal) words of the Prime Minister, sometime after the unification of the nation in 1860. Perhaps in French, if it was said at all. (The quotation is typically attributed to Massimo D’Azeglio, the prime minister of Piedmont and predecessor of the first Italian prime minister Camillo Cavour. Many have suggested that the phrase was misquoted and misunderstood (see Doyle.) D’Azeglio spoke in Italian when he addressed the newly-formed Italian parliament, but my reference to French is meant to indicate the fragility of the national language in early Italy where much of the ruling class spoke French while the majority of the people in the peninsula still spoke regional dialects.) It was television – more than print media or even radio – that would have the biggest impact in terms of ‘making Italians.’ Writing about Italy in the 1950s, a well-known media critic suggested that television, a game show actually, “was able to succeed where The Divine Comedy failed … it gave Italy a national language” (qtd. in Foot). But these are yesterday’s problems. We have Italy and Italians. Moreover, the emergence of global ways of being and belonging are evidence of the ways in which the present transcends forms of belonging rooted in the old practices and older institutions of the nation-state. But, then again, maybe not. “A country that allows you to vote in its elections must be able to provide you with information about those elections” (Magliaro). This was 2002. The country is still Italy, but this time the Italians are anywhere but Italy. The speaker is referring to the extension of the vote to Italian citizens abroad, represented directly by 18 members of parliament, and the right to information guaranteed the newly enfranchised electorate. What, then, is the relationship between citizenship, the state and global television today? What are the modalities of involvement and participation involved in these transformations of the nation-state into a globally-articulated network of institutions? I want to think through these questions in relation to two ways that RAI International, the ‘global’ network of the Italian public broadcaster, has viewed Italians around the world at different moments in its history: mega-events and return information. Mega-Events Eighteen months after its creation in 1995, RAI International was re-launched. This decision was partially due to a change in government (which also meant a change in the executive and staff), but it was also a response to the perceived failure of RAI International to garner an adequate international audience (Morrione, Testimony [1997]). This re-launch involved a re-conceptualisation of the network’s mandate to include both information services for Italians abroad (the traditional ‘public service’ mandate for Italy’s international broadcasting) as well as programming that would increase the profile of Italian media in the global market. The mandate outlined for Roberto Morrione – appointed president as part of the re-launch – read: The necessity of strategic and operative certainties in the international positioning of the company, both with regard to programming for our co-nationals abroad and for other markets…are at the centre of the new role of RAI International. This involves bringing together in the best way the informative function of the public service, which is oriented to our community in the world in order to enrich its cultural patrimony and national identity, with an active presence in evolving markets. (Morrione, Testimony [1998]) The most significant change in the executive of the network was the appointment of Renzo Arbore, a well-known singer and bandleader, to the position of artistic director. At the time of Arbore’s appointment, the responsibilities of the artistic director at the network were ill defined, but he very quickly transformed the position into the ‘face’ of RAI International. In an interview from 1998, Arbore explained his role at the network as follows: “I’m the artistic director, which means I’m in charge of the programs that have any kind of artistic content. Also, I’m the so called “testimonial”, which is to say I do propaganda for the network, I’m the soul of RAI International” (Affatato). The most often discussed aspect of the programming on RAI International during Arbore’s tenure as artistic director was the energy and resources dedicated to events that put the spotlight on the global reach of the service itself and the possibilities that satellite distribution gave for simultaneous exchange between locations around the world. It was these ‘mega-events’ (Garofalo), in spite of constituting only a small portion of the programming schedule, that were often seen as defining RAI’s “new way” of creating international programming (Milana). La Giostra [The Merry Go Round], broadcast live on New Year’s Eve 1996, is often cited as the launch of the network’s new approach to its mission. Lasting 20 hours in total, the program was hosted by Arbore. As Morrione described it recently, The ‘mother of live shows’ was the Giostra of New Year’s ’97 where Arbore was live in the studio for 20 consecutive hours, with many guests and segments from the Pole, Peking, Moscow, Berlin, Jerusalem, San Paolo, Buenos Aires, New York and Los Angeles. It was a memorable enterprise without precedent and never to be duplicated. (Morrione, RAI International) The presentation of television as a global medium in La Giostra draws upon the relationship between live broadcasting, satellite television and conceptions of globality that has developed since the 1960s as part of what Lisa Parks describes as ‘global presence’ (Parks). However, in keeping with the dual mandate of RAI International, the audience that La Giostra is intended to constitute was not entirely hom*ogenous in nature. The lines between the ‘national’ audience, which is to say Italians abroad, and the international audience involving a broader spectrum of viewers are often blurred, but still apparent. This can be seen in the locations to which La Giostra travelled, locations that might be seen as a mirror of the places to which the broadcast might be received. On the one hand, there are segments from a series of location that speak to a global audience, many of which are framed by the symbols of the cold war and the ensuing triumph of global capitalism. The South Pole, Moscow, Beijing and a reunified Berlin can be seen as representing this understanding of the globe. These cities highlighted the scope of the network, reaching cities previously cut off from Italy behind the iron curtain (or, in the case of the Pole, the extreme of geographic isolation.) The presence of Jerusalem contributed to this mapping of the planet with an ecclesiastical, but ecumenical accent to this theme. On the other hand, Sao Paolo, Buenos Aires, and Melbourne (not mentioned by Morrione, but the first international segment in the program) also mapped the world of Italian communities around the world. The map of the globe offered by La Giostra is similar to the description of the prospective audience for RAI International that Morrione gave in November 1996 upon his appointment as director. After having outlined the network’s reception in the Americas and Australia, where there are large communities of Italians who need to be served, he goes on to note the importance of Asia: “China, India, Japan, and Korea, where there aren’t large communities of Italians, but where “made in Italy,” the image of Italy, the culture and art that separate us from others, are highly respected resources” (Morrione, “Gli Italiani”). La Giostra served as a container that held together a vision of the globe that is centered around Italy (particularly Rome, caput mundi) through the presentation on screen of the various geopolitical alliances as well as the economic and migratory connections which link Italy to the world. These two mappings of the globe brought together within the frame of the 20-hour broadcast and statements about the network’s prospective audiences suggest that two different ways of watching RAI International were often overlaid over each other. On the one hand, the segments spanning the planet stood as a sign of RAI International’s ability to produce programs at a global scale. On the other hand, there was an attempt to speak directly to communities of Italians abroad. The first vision of the planet offered by the program suggests a mode of watching more common among disinterested, cosmopolitan viewers belonging to a relatively hom*ogenous global media market. While the second vision of the planet was explicitly rooted in the international family of Italians constituted through the broadcast. La Giostra, like the ‘dual mandate’ of the network, can be seen as an attempt to bring together the national mission of network with its attempts to improve its position in global media markets. It was an attempt to unify what seemed two very different kinds of audiences: Italians abroad and non-Italians, those who spoke some Italian and those who speak no Italian at all. It was also an attempt to unify two very different ways of understanding global broadcasting: public service on the one hand and the profit-oriented goals of building a global brand. Given this orientation in the network’s programming philosophy, it is not surprising that Arbore, speaking of his activities as Artistic director, stated that his goals were to produce shows that would be accessible both to those that spoke very little Italian as well as those that were highly cultured (Arbore). In its attempt to bring these divergent practices and imagined audiences together, La Giostra can be seen as part of vision of globalisation rooted in the euphoria of the early nineties in which distance and cultural differences were reconciled through communications technology and “virtuous” transformation of ethnicity into niche markets. However, this approach to programming started to fracture and fail after a short period. The particular balance between the ethnic and the economically ecumenical mappings of the globe present in La Giostra proved to be as short lived as the ‘dual mandate’ at RAI International that underwrote its conception. Return Information The mega-events that Arbore organised came under increasing criticism from the parliamentary committees overseeing RAI’s activities as well as the RAI executive who saw them both extremely expensive to produce and of questionable value in the fulfillment of RAI’s mission as a public broadcaster (GRTV). Abstract:

A politician’s political and personal selves have been in the spotlight of academic scholarship for hundreds of years, but only in recent years has a political ‘persona’ obtained new modes of mediation via networked media. New advancements in politics, technology, and media brought challenges to the traditional politics and personal self-representation of major leaders. Vladimir Putin’s divorce announcement in June 2013, posed a new challenge for his political self-mediation. A rather reserved leader (Loshak), he nonetheless broadcast his personal news to the large audience and made it in a very peculiar way, causing the media professionals and public to draw parallels with Soviet-era mediated politics and thereby evoke collective memories. This paper studies how Vladimir Putin’s divorce announcement was constructed and presented and also what response and opinion threads—satirical and humorous, ignorant and informed feedback—it achieved via media professionals and the general Twitter audience. Finally, this study aims to evaluate how Vladimir Putin’s political ‘persona’ was represented and perceived via these mixed channels of communication.According to classic studies of mediated political persona (Braudy; Meyrowitz; Corner), any public activity of a political persona is considered a part of their political performance. The history of political marketing can be traced back to ancient times, but it developed through the works of Renaissance and Medieval thinkers. Of particular prominence is Machiavelli’s The Prince with its famous “It is unnecessary for the prince to have all the good qualities I have enumerated, but it is very necessary to appear to have them” (cited in Corner 68). All those centuries-built developments and patterns of political self-representation have now taken on new forms as a result of the development of media industry and technology. Russian mediated politics has seen various examples of new ways of self-representation exercised by major politicians in the 2010s. For instance, former president Dmitry Medvedev was known as the “president with an iPad” (Pronina), as he was advocating technology and using social networks in order to seem more approachable and appear to be responsive to collecting feedback from the nation. Traditional media constantly highlighted Medvedev’s keen interest in Facebook and Twitter, which resulted in a growing public assumption that this new modern approach to self-representation may signify a new approach to governance (see Asmolov).Goffman’s classic study of the distinction between public and private life helps in linking political persona to celebrity persona. In his view the political presentation of self differs from the one in popular culture because politicians as opposed to entertainers have to conform to a set of ideals, projections, social stereotypes and cultural/national archetypes for their audience of voters (Goffman; Corner). A politician’s public persona has to be constantly reaffirming and proving the values he or she is promoting through their campaigns. Mediations of a political personhood can be projected in three main modes: visual, vocal, and kinetic (Ong; Mayhew; Corner). Visual representation follows the iconic paintings and photography in displaying the position, attitude, and associative contexts related to that. Vocal representation covers both content and format of a political speech, it is not only the articulated message, but also more important the persona speaking. Ong describes this close relation of the political and personal along with the interrelation of the message and the medium as “secondary orality”—voice, tone and volume make the difference. The third mode is kinetic representation and means the political persona in action and interaction. Overlapping of different strategies and structures of political self-representation fortifies the notion of performativity (Corner and Pels) in politics that becomes a core feature of the multidimensional representation of a mediated political self.The advancement of electronic media and interactive platforms has influenced political communication and set the new standard for the convergence of the political and personal life of a politician. On its own, the President Clinton/Monica Lewinsky affair raised the level of public awareness of the politician’s private life. It also allowed for widely distributed, contested, and mediated judgments of a politician’s personal actions. Lawrence and Bennett in their study of Lewinsky case’s academic and public response state that although the majority of American citizens did not expect the president to be the moral leader, they expressed ambivalence in their rendition of the importance of “moral leadership” by big politicians (438). The President Clinton/Lewinsky case adds a new dimension to Goffman and Corner’s respective discussions on the significance of values in the political persona self-representation. This case proves that values can not only be reinforced by one’s public persona, but those values can be (re)constructed by the press or public opinion. Values are becoming a contested trait in the contemporary mediated political persona. This view can be supported by Dmitry Medvedev’s case: although modern technology was known as his personal passion, it was publicised only with reference to his role as a public politician and specifically when Medvedev appeared with an iPad talking about modernisation at major meetings (Pronina). However, one can argue that one’s charisma can affect the impact of values in public self-representation of the politician. In addition, social networks add a new dimension to personified publicity. From Barack Obama’s ‘Yes We Can’ networked campaign in 2008 and through many more recent examples, we are witnessing the continuing process of the personalisation of politics (Corner and Pels). From one point of view, audiences tend to have more interest and sympathy in political individuals and their lifestyles rather than political parties and their programmes (Lawrence and Bennett; Corner and Pels). It should be noted that the interest towards political individuals does not fall apart from the historical logics of politics; it is only mediated in a new way. Max Weber’s notion of “leadership democracy” proves that political strategy is best distributed through the charismatic leadership imposing his will on the audience. This view can be strengthened by Le Bon’s concept of emotive connection of the leader and his crowd, and Adorno’s writings on the authoritarian personality also highlight the significance of the leader’s own natural and mediated persona in politics. What is new is the channels of mediation—modern audiences’ access to a politician’s private life is facilitated by new forms of media interactivity (Corner and Pels). This recent development calls for the new understanding of “persona” in politics. On one hand, the borderline between private and public becomes blurred and we are more exposed to the private self of a leader, but on the other hand, those politicians aware of new media literacy can create new structures of proximity and distance and construct a separate “persona” online, using digital media for their benefit (Corner and Pels). Russian official politics has developed a cautious attitude towards social networks in the post-Medvedev era - currently, President Vladimir Putin is not known for using social networks personally and transmits his views via his spokesperson. However, his personal charisma makes him overly present in digital media - through the images and texts shared both by his supporters and rivals. As opposed to Medvedev’s widely publicised “modernisation president” representation, Putin’s persona breaks the boundaries of limited traditional publicity and makes him recognised not only for his political activity, but looks, controversial expression, attitude to employees, and even personal life. That brings us back to Goffman, Corner and Lawrence and Bennett’s discussions on the interrelation of political values and personal traits in one’s political self-representation, making it evident that one’s strong personality can dominate over his political image and programme. Moreover, an assumption can be made that a politician’s persona may be more powerful than the narrative suggested by the constructed self-representation and new connotations may arise on the crossroads of this interaction.Russian President Divorce Announcement and Collective MemoryVladimir Putin’s divorce announcement was broadcast via traditional media on 6 June 2013 as a simple news story. The state broadcasting company Vesti-24 sent a journalist Polina Yermolayeva from their news bulletin to cover Vladimir Putin and Lyudmila Putin’s visit to a ballet production, Esmeralda, at the state Kremlin theatre. The news anchor’s introduction to the interview was ordinarily written and had no hints of the upcoming sensation. After the first couple and the journalist had discussed their opinion of the ballet (“beautiful music,” “flawless and light moves”), the reporter Yermolayeva suddenly asked: “You and Lyudmila are rarely seen together in public. Rumour has it that you do not live together. It is true?” Vladimir Putin and his wife exchanged a number of rather pre-scripted speeches stating that the first couple was getting a divorce as the children had grown old enough, and they would still stay friends and wished each other the best of luck. The whole interview lasted 3:25 minutes and became a big surprise for the country (Loshak; Sobchak).When applying the classification of three modes of political personhood (Corner; Ong) to Vladimir Putin’s divorce announcement, it becomes evident that all three modes—visual, vocal, and kinetic—were used. Television audiences watched their president speak freely to the unknown reporter, explain details of his life in his own words so that body language also was visible and conveyed additional information. The visual self-representation harkens back to classic, Soviet-style announcements: Vladimir Putin and Lyudmila Putina are dressed in classic monochrome suit and costume with a skirt respectively. They pose in front of the rather dull yet somewhat golden decorations of the Kremlin Theatre Hall, the walls themselves reflecting the glory and fanfare of the Soviet leadership and architecture. Vladimir Putin and his wife both talk calmly while Lyudmila appears even more relaxed than her husband (Sobchak). Although the speech looks prepared in advance (Loshak), it uses colloquial expressions and is delivered with emotional pauses and voice changes.However, close examination of not only the message but the medium of the divorce announcement reveals a vast number of intriguing symbols and parallels. First, although living in the era of digital media, Vladimir Putin chose to broadcast his personal news through a traditional television channel. Second, it was broadcast in a news programme making the breaking news of the president’s divorce, paradoxically, quite a mundane news event. Third, the semiotic construction of the divorce announcement bore a lot of connotations and synergies to the conservative, Soviet-style information distribution patterns. There are a few key symbols here that evoke collective memories: ballet, conservative political report on the government, and the stereotype of a patriarchal couple with a submissive wife (see Loshak; Rostovskiy). For example, since the perestroika of the 1990s, ballet has been widely perceived as a symbol of big political change and cause of public anxiety (Kachkaeva): this connotation was born in the 1990s when all channels were broadcasting Swan Lake round the clock while the White House was under attack. Holden reminds us that this practice was applied many times during major crises in Soviet history, thus creating a short link in the public subconscious of a ballet broadcast being symbolic of a political crisis or turmoil.Vladimir Putin Divorce: Traditional and Social Media ReceptionIn the first day after the divorce announcement Russian Twitter generated 180,000 tweets about Vladimir Putin’s divorce, and the hashtag #развод (“divorce”) became very popular. For the analysis that follows, Putin divorce tweets were collected by two methods: retrieved from traditional media coverage of Twitter talk on Putin’s divorce and from Twitter directly, using Topsy engine. Tweets were collected for one week, from the divorce announcement on 6 June to 13 June when the discussion declined and became repetitive. Data was collected using Snob.ru, Kommersant.ru, Forbes.ru, other media outlets and Topsy. The results were then combined and evaluated.Some of those tweets provided a satirical commentary to the divorce news and can be classified as “memes.” An “Internet meme” is a contagious message, a symbolic pattern of information spread online (Lankshear and Knobel; Shifman). Memes are viral texts that are shared online after being adjusted/altered or developed on the way. Starting from 1976 when Richard Dawkins coined the term, memes have been under media scholarship scrutiny and the term has been widely contested in various sciences. In Internet research studies, memes are defined as “condensed images that stimulate visual, verbal, musical, or behavioral associations that people can easily imitate and transmit to others” (Pickerel, Jorgensen, and Bennett). The open character of memes makes them valuable tools for political discourse in a modern highly mediated environment.Qualitative analysis of the most popular and widely shared tweets reveals several strong threads and themes round Putin’s divorce discussion. According to Burzhskaya, many users created memes with jokes about the relationship between Vladimir Putin and Prime Minister Dmitry Medvedev. For instance, “He should have tied up his relationship with Dmitry Anatolyevich long ago” or “So actually Medvedev is the case?” were among popular memes generated. Another collection of memework contained a comment that, according to the Russian legislation, Putin’s ex-wife should get half of their wealth, in this case—half of the country. This thread was followed by the discussion whether the separation/border of her share of Russia should use the Ural Mountains as the borderline. Another group of Twitter users applied the Russian president’s divorce announcement to other countries’ politics. Thus one user wrote “Take Yanukovich to the ballet” implying that Ukrainian president Viktor Yanukovich (who was still a legitimate president in June 2013) should also be taken to the ballet to trigger changes in the political life in Ukraine. Twitter celebrity and well-known Russian actress and comedian Tatiana Lazareva wrote “In my opinion, it is a scam”, punning on the slang meaning of the word “razvod” (“divorce”) in Russian that can also mean “fraud” or “con”. Famous Russian journalist Dmitry Olshansky used his Twitter account to draw a historical parallel between Putin and other Russian and Soviet political leaders’ marital life. He noted that such Russian leaders as Tsar Nikolay the Second and Mikhail Gorbachev who loved their wives and were known to be good husbands were not successful managers of the state. In contrast, lone rulers of Russia such as Joseph Stalin proved to be leaders who loved their country first and gained a lot of support from their electorate because of that lonely love. Popular print and online journalist Oleg Kashin picked up on that specific idea: he quoted Vladimir Putin’s press secretary who explained that the president had declared that he would now spend more time working for the prosperity of the country.Twitter users were exchanging not only 140 symbol texts but also satirical images and other visual memes based on the divorce announcement. Those who suggested that Vladimir Putin should have divorced the country instead portrayed Lyudmila Putina and Vladimir holding candles and wearing funereal black with various taglines discussing how the country would now be split. Other users contributed visual memes jamming the television show Bachelor imagery and font with Vladimir Putin’s face and an announcement that the most desirable bachelor in the country is now its president. A similar idea was put into jammed images of the Let’s Get Married television show using Vladimir Putin’s face or name linked with a humorous comment that he could try those shows to find a new wife. One more thread of Twitter memes on Putin’s divorce used the name of Alina Kabaeva, Olympic gymnast who is rumoured by the press to be in relationship with the leader (Daily Mail Reporter). She was mentioned in plenty of visual and textual memes. Probably, the most popular visual meme (Burzhskaya; Topsy) used the one-liner from a famous Soviet comedy Ivan Vasylievich Menyaet Professiyu: it uses a joyful exclamation of an actress who learns that her love interest, a movie director, is leaving his wife so that the lovers can now fly to a resort together. Alina Kabaeva, the purported love interest of Putin, was jammed to be that actress as she announced the “triumphal” resort vacation plan to a girlfriend over the phone.Vladimir Putin’s 2013 divorce announcement presented new challenges for his personal and political self-representation and revealed new traits of the Russian president’s interaction with the nation. As the news of Vladimir and Lyudmila Putin’s divorce was broadcast via traditional media in a non-interactive television format, commentary on the event advanced only through the following week’s media coverage and the massive activity on social networks. It has still to be examined whether Vladimir Putin’s political advisors intentionally included many symbols of collective memory in the original and staid broadcast announcement. However, the response from traditional and social media shows that both Russian journalists and regular Twitter users were inclined to use humour and satire when discussing the personal life of a major political leader. Despite this appearance of an active counter-political sphere via social networks, the majority of tweets retrieved also revealed a certain level of respect towards Vladimir Putin’s privacy as few popular jokes or memes were aggressive, offensive or humiliating. Most popular memes on Vladimir Putin’s divorce linked this announcement to the political life of Russia, the political situation in other countries, and television shows and popular culture. Some of the memes, though, advanced the idea that Vladimir Putin should have divorced the country instead. The analysis also shows how a charismatic leader can affect or reconstruct the “values” he represents. In Vladimir Putin’s divorce event, his personality is the main focus of discussion both by traditional and new media. However, he is not judged for his personal choices as the online social media users provide rather mild commentary and jokes about them. The event and the subsequent online discourse, images and texts not only identify how Putin’s politics have become personified, the research also uncovers how the audience/citizenry online often see the country as a “persona” as well. Some Internet users suggested Putin’s marriage to the country; this mystified, if not mythologised view reinforces Vladimir Putin’s personal and political charisma.Conclusively, Vladimir Putin’s divorce case study shows how political and private persona are being mediated and merged via mixed channels of communication. The ever-changing nature of the political leader portrayal in the mediated environment of the 2010s opens new challenges for further research on the modes and ways for political persona representation in modern Russia.References Adorno, Theodor W. Abstract:

IntroductionIn 2011, Four Corners — the flagship current affairs program of the Australian national broadcaster, ABC (Australian Broadcasting Corporation) — aired an investigative report on the conditions in Indonesian slaughterhouses. Central to the report was a focus on how Australian cows were being killed for human consumption. Moral outrage ensued. The Federal Government responded with a temporary ban on the live export of cattle to Indonesia. In 2010 the Australian Government initiated legal action in the International Court of Justice (ICJ) opposing Japanese whaling in the Southern Ocean, following a sustained period of public opposition. This article pays close attention to expressions of public opposition to the killing of what have come to be referred to as our cows and our whales, and the response of the Federal Government.Australia’s recent history with the live export of farmed animals and its transformation into an anti-whaling nation provides us with a foundation to analyse these contemporary disputes. In contrast to a focus on “Australian cow making” (Fozdar and Spittles 76) during the live export controversy, this article investigates the processes through which the bodies of cows and whales became sites for the mapping of Australian identity and nationhood – in other words, a relational construction of Australianness that we can identify as a form of animal nationalism (Dalziell and Wadiwel). What is at stake are claims about desired national self-image. In what we might consider as part of a history of cows and whales is in many ways a ‘history of people with animals in it” (Davis 551). In other words, these disputes are not really about cows and whales.The Live Export IndustryAustralia is the largest exporter of live farmed animals, primarily sheep and cows, to the Middle East and Southeast Asia respectively (Phillips and Santurtun 309). The live export industry is promoted and supported by the Federal Government, with an explicit emphasis on the conditions experienced by these farmed animals. According to the Government, “Australia leads the world in animal welfare practices … [and] does not tolerate cruelty towards animals and will not compromise on animal welfare standards” (Department of Agriculture and Water Resources). These are strong and specific claims about Australia’s moral compass. What is being asserted is the level of care and concern about how Australia’s farmed animals are raised, transported and killed.There is an implicit relationality here. To be a ‘world leader’ or to claim world’s best practice, there must be some form of moral or ethical measure to judge these practices against. We can locate these more clearly and directly in the follow-up sentence on the above claim: “Our ongoing involvement in the livestock export trade provides an opportunity to influence animal welfare conditions in importing countries” (Department of Agriculture and Water Resources). The enthusiasm expressed in this statement manifests in explicitly seeking to position Australia as an exporter of moral progress (see Caulfield 76). These are cultural claims about us.In its current form the Australian live export industry dates back to the early 1960s, with concerns about the material conditions of farmed animals in destination countries raised from the outset (Caulfield 72; Villanueva Pain 100). In the early 1980s animal activists formed the Australian Federation of Animal Societies to put forward a national unified voice. Protests and political lobbying lead to the formation of a Senate Select Committee on Animal Welfare, reflecting what Gonzalo Villanueva has referred to as a social and political landscape that “appeared increasingly favourable to discussing animal welfare” (Transnational 89-91).The Select Committee’s first report focussed on live export and explicitly mentioned the treatment of Australian farmed animals in the abattoirs of destination countries. The conditions in these facilities were described as being of a lower “standard of animal welfare” to those in Australia (Senate Select Committee on Animal Welfare xiii). These findings directly mirror the expressions of concern in the wake of the 2011 controversy.“A Bloody Business”On 30 May 2011, Four Corners aired a report entitled ‘A Bloody Business’ on the conditions in Indonesian slaughterhouses. The investigation followed-up on footage provided by Animals Australia and Royal Society for the Prevention of Cruelty to Animals (RSPCA Australia). Members from these groups had travelled to Indonesia in order to document conditions in slaughterhouses and prepare briefing notes which were later shared with the ABC. Their aim was to increase public awareness of the conditions Australian farmed cattle faced in Indonesia, provide a broader indictment of the live export industry, and call for an end the practice. The nationwide broadcast which included graphic footage of our cows being killed, enabled broader Australia to participate from the comfort of their own homes (see Della Porta and Diani 177-8).The program generated significant media coverage and public moral outrage (Dalziell and Wadiwel 72). Dr Bidda Jones, Chief Scientist of RSPCA Australia, referred to “28,000 radio stories, 13,000 TV mentions and 3,000 press stories” making it one of the top five national issues in the media for five weeks. An online petition created by the activist organisation GetUp! collected more than 260,000 signatures over a period of three days and $300,000 was raised for campaign advertising (Jones 102). Together, these media reports and protest actions influenced the Federal Government to suspend live exports to Indonesia. A front-page story in The Age described the Federal Government as having “caved in to public and internal party pressure” (Willingham and Allard). In her first public statement about the controversy, Prime Minister Julia Gillard outlined the Government’s intent: “We will be working closely with Indonesia, and with the industry, to make sure we can bring about major change to the way cattle are handled in these slaughter houses” (Willingham and Allard).The Prime Minister’s statement directly echoed the claims made on the Department of Agriculture and Water Resources website introduced above. Implicit is these statements is a perceived ability to bring about “major change” and an assumption that we kill better. Both directly align with claims of leading the world in animal welfare practices and the findings of the 1985 Select Committee report. Further, the controversy itself was positioned as providing an “opportunity to influence animal welfare conditions in importing countries” (Department of Agriculture and Water Resources).Four Corners provided a nationwide platform to influence decision-makers (see Della Porta and Diani 168-9). White, Director of Strategy for Animals Australia, expressed this concisely:We should be killing the animals here under Australian conditions, under our control, and then they should only be shipped as meat products, not live animals. (Ferguson, Doyle, and Worthington)Jones provided more context, describing the suffering experienced by “Australian cattle” in Indonesia as “too much,” especially when “a clear, demonstrated and successful alternative to the live export of animals” was already available (“Broader”; Jones 188). Implicit in these calls for farmed cows to be killed in Australia was an inference to technical and moral progress, evoking Australia’s “national self-image” as “a modern, principled culture” (Dalziell and Wadiwel 84). The clean, efficient and modern processes undertaken in Australia were relationally positioned against the bloody practices conducted in the Indonesian facilities. In other words, we kill cows in a nicer, more humane and better way.Australia and WhalingAustralia has a long and dynamic history with whaling (Salter). A “fervently” pro-whaling nation, the “rapidly growing” local industry went through a modernisation process in the 1950s (Day 19; Kato 484). Operations became "clean and smooth,” and death became "instant, swift and painless”. As with the live export controversy, an inference of a nicer, more humane and better way of killing was central the Australian whaling industry (Kato 484-85). Enthusiastic support for an Australian whaling industry was superseded within three decades by what Charlotte Epstein describes as “a dramatic historical turnabout” (Power 150). In June 1977, the International Whaling Commission (IWC) came to Canberra, and protests were organised across Australia to coincide with the meeting.The IWJ meeting was seen as a political opportunity. An IWC meeting being held in the last English-as-first-language nation with a commercial whaling operation provided an ideal target for the growing anti-whaling movement (Epstein, Power 149). In parallel, the opportunity to make whaling an electoral issue was seen as a priority for locally based activists and organisations (Pash 31). The collective actions of those campaigning against the backdrop of the IWC meeting comprised an array of performances (Tarrow 29). Alongside lobbying delegates, protests were held outside the venue, including the first use of a full-sized replica inflatable sperm whale by anti-whaling activists. See Image 1. The symbol of the whale became a signifier synonymous for the environment movement for decades to follow (see Epstein, Power 110-11). The number of environmental organisations attending exceeded those of any prior IWC meeting, setting in place a practice that would continue for decades to follow (M’Gonigle 150; Pash 27-8).Image 1: Protest at Australia’s last whaling station August 28, 1977. Photo credit: Jonny Lewis Collection.Following the IWC meeting in Canberra, activists packed up their equipment and prepared for the long drive to Albany in Western Australia. Disruption was added to their repertoire (Tarrow 99). The target was the last commercial whaling operation in Australia. Two months later, on August 28, demonstrations were held at the gates of the Cheynes Beach Whaling Company. Two inflatable Zodiac boats were launched, with the aim of positioning themselves between the whales being hunted and the company’s harpoon vessels. Greenpeace was painted on the side — the first protest action in Australia under the organisation’s banner (Pash 93-94).In 1978, Prime Minister Fraser formally announced an Inquiry into the future of whaling in Australia, seeking to position Australia as being on the right side of history, “taking a decisive step forward in the human consciousness” (Epstein, World 313). Underpinning announcement was a (re)purposing of whales bodies as a site for the mapping of relational constructions of Australian identity and nationhood:Many thousands of Australians — and men, women and children throughout the world — have long felt deep concern about the activities of whalers… I abhor any such activity — particularly when it is directed against a species as special and intelligent as the whale.(Qtd. in Frost vii)The actions of those protesting against whaling and the language used by Fraser in announcing the Inquiry signalled Australia’s becoming as the first nation in which “ethical arguments about the intrinsic value of the whale” displaced “scientific considerations of levels of endangerment” (Epstein, Power 150). The idea of taking action for whales had become about more than just saving their lives, it was an ethical imperative for us.Standing Up for (Our) WhalesThe Inquiry into “whales and whaling” provided specific recommendations, which were adopted in full by Prime Minister Fraser:The Inquiry’s central conclusion is that Australian whaling should end, and that, internationally, Australia should pursue a policy of opposition whaling. (Frost 206)The inquiry found that the majority of Australians viewed whaling as “morally wrong” and as a nation we should stand up for whales internationally (Frost 183). There is a direct reference here to the moral values of a civilised community, what Arne Kalland describes as a claim to “social maturity” (130). By identifying itself as a nation on the right side of the issue, Australia was pursuing a position of moral leadership on the world stage. The Whale Protection Act (1980) replaced the Whaling Act (1960). Australia’s policy of opposition to whaling was “pursued both domestically and internationally though the IWC and other organizations” (Day 19).Public opposition to whaling increased with the commencement of Japan’s scientific research whaling program in the Southern Ocean, and the dramatic actions of Greenpeace and Sea Shepherd Conservation Society. The Daily Telegraph which ran a series of articles under the banner of “our whales” in June 2005 (see, for example, Hossack; Rehn). The conservative Federal Government embraced the idea, with the Department of the Environment and Heritage website including a “Save Our Whales” page. Six months out from the 2007 federal election, opposition leader Kevin Rudd stated “It's time that Australia got serious when it comes to the slaughter of our whales” (Walters). As a “naturally more compassionate, more properly developed” people, we [Australians] had a duty to protect them (Dalziell and Wadiwel 84).Alongside oft-repeated claims of Australia’s status as a “world leader” and the priority placed on the protection of whales nationally and internationally, saveourwhales.gov.au wristbands were available for order from the government website — at no charge. By wearing one of these wristbands, all Australians could “show [their] support for the protection of whales and dolphins” (Department of the Environment and Heritage). In other words, the wearer could join together with other Australians in making a clear moral and ethical statement about both how much whales mean to us and that we all should stand up for them. The wristbands provided a means to individually and collectively express this is what we do in unobtrusive everyday way.Dramatic actions in the Southern Ocean during the 2008/09 whaling season received a broader audience with the airing of the first season of the reality TV series Whale Wars, which became Animal Planets most viewed program (Robé 94). As with A Bloody Business, Whale Wars provided an opportunity for a manifestly larger number of people to eyewitness the plight of whales (see Epstein, Power 142). Alongside the dramatised representation of the risky and personally sacrificial actions taken by the crew, the attitudes expressed reflected those of Prime Minister Fraser in 1977: protecting special and intelligent whales was the right and civilised thing to do.These sentiments were framed by the footage of activists in the series. For example, in episode four of season two, Lockhart McClean, Captain of the MV Gojira referred to Japanese whalers and their vessels as “evil” and “barbaric”, and their practices outdated. The drama of the series revolved around Sea Shepherd patrolling the Southern Ocean, their attempts to intervene against the Japanese fleet and protect our whales. The clear undercurrent here is a claim of moral progress, situated alongside an enthusiasm to export it. Such sentiments were clearly echoed by Bob Brown, a respected former member of federal parliament and spokesperson for Sea Shepherd: “It’s just a gruesome, bloody, medieval, scene which has no place in this modern world” (Japanese Whaling).On 31 May 2010 the Federal Government initiated proceedings against Japan in the ICJ. Four years later, the Court found in their favour (Nagtzaam, Young and Sullivan).Conclusion, Claims of Moral LeadershipHow the 2011 live export controversy and opposition to Japanese whaling in the Southern Ocean have unfolded provide us with an opportunity to explore a number of common themes. As Dalziell and Wadiwell noted with regard to the 2011 live export controversy, our “national self-image” was central (84). Both disputes encompass claims about us about how we want to be perceived. Whereas our cows and whales appear as key players, both disputes are effectively a ‘history of people with animals in it” (Davis 551). In other words, these disputes were not really about the lives of our farmed cows or whales.The Federal Government sought to reposition the 2011 live export controversy as providing (another) opportunity "to influence animal welfare conditions in importing countries,” drawing from our own claimed worlds-best practices (Department of Agriculture and Water Resources). The “solution” put forward by White and Jones solution was for Australian farmed cows to be killed here. Underpinning both was an implicit claim that we kill cows in a nicer, more humane and better way: "Australians are naturally more compassionate, more properly developed; more human” (Dalziell and Wadiwel 84).Similarly, the Federal Government’s pursuit of a position of world-leadership in opposing whaling was rooted in claims of our moral progress as a nation. Having formally recognised the specialness of whales in the 1970s, it was our duty to pursue their protection internationally. We could individually and collectively express national identity on our wrists, through wearing a government-provided saveourwhales.gov.au wristband. Collectively, we would not stand by and let the "gruesome, bloody, medieval” practice of Japanese whaling continue in our waters (“Japanese”). Abstract:

Being a celebrity sure ain’t what it used to be. Or, perhaps more accurately, the process of maintaining a stable star persona isn’t what it used to be. With the rise of new media technologies—including digital photography and video production, gossip blogging, social networking sites, and streaming video—there has been a rapid proliferation of voices which serve to articulate stars’ personae. This panoply of sanctioned and unsanctioned discourses has brought the coherence and stability of the star’s image into crisis, with an evermore-heightened loop forming recursively between celebrity gossip and scandals, on the one hand, and, on the other, new media-enabled speculation and commentary about these scandals and gossip-pieces. Of course, while no subject has a single meaning, Hollywood has historically expended great energy and resources to perpetuate the myth that the star’s image is univocal. In the present moment, however, studios’s traditional methods for discursive control have faltered, such that celebrities have found it necessary to take matters into their own hands, using new media technologies, particularly Twitter, in an attempt to stabilise that most vital currency of their trade, their professional/public persona. In order to fully appreciate the significance of this new mode of publicity management, and its larger implications for contemporary subjectivity writ large, we must first come to understand the history of Hollywood’s approach to celebrity publicity and image management.A Brief History of Hollywood PublicityThe origins of this effort are nearly as old as Hollywood itself, for, as Richard DeCordova explains, the celebrity scandals of the 1920s threatened to disrupt the economic vitality of the incipient industry such that strict, centralised image control appeared as a necessary imperative to maintain a consistently reliable product. The Fatty Arbuckle murder trial was scandalous not only for its subject matter (a murder suffused with illicit and shadowy sexual innuendo) but also because the event revealed that stars, despite their mediated larger-than-life images, were not only as human as the rest of us, but that, in fact, they were capable of profoundly inhuman acts. The scandal, then, was not so much Arbuckle’s crime, but the negative pall it cast over the Hollywood mythos of glamour and grace. The studios quickly organised an industry-wide regulatory agency (the MPPDA) to counter potentially damaging rhetoric and ward off government intervention. Censorship codes and morality clauses were combined with well-funded publicity departments in an effort that successfully shifted the locus of the star’s extra-filmic discursive construction from private acts—which could betray their screen image—to information which served to extend and enhance the star’s pre-existing persona. In this way, the sanctioned celebrity knowledge sphere became co-extensive with that of commercial culture itself; the star became meaningful only by knowing how she spent her leisure time and the type of make-up she used. The star’s identity was not found via unsanctioned intrusion, but through studio-sanctioned disclosure, made available in the form of gossip columns, newsreels, and fan magazines. This period of relative stability for the star's star image was ultimately quite brief, however, as the collapse of the studio system in the late 1940s and the introduction of television brought about a radical, but gradual, reordering of the star's signifying potential. The studios no longer had the resources or incentive to tightly police star images—the classic age of stardom was over. During this period of change, an influx of alternative voices and publications filled the discursive void left by the demise of the studios’s regimented publicity efforts, with many of these new outlets reengaging older methods of intrusion to generate a regular rhythm of vendible information about the stars.The first to exploit and capitalize on star image instability was Robert Harrison, whose Confidential Magazine became the leading gossip publication of the 1950s. Unlike its fan magazine rivals, which persisted in portraying the stars as morally upright and wholesome, Confidential pledged on the cover of each issue to “tell the facts and name the names,” revealing what had been theretofore “confidential.” In essence, through intrusion, Confidential reasserted scandal as the true core of the star, simultaneously instituting incursion and surveillance as the most direct avenue to the “kernel” of the celebrity subject, obtaining stories through associations with call girls, out-of-work starlettes, and private eyes. As extra-textual discourses proliferated and fragmented, the contexts in which the public encountered the star changed as well. Theatre attendance dropped dramatically, and as the studios sold their film libraries to television, the stars, formerly available only on the big screen and in glamour shots, were now intercut with commercials, broadcast on grainy sets in the domestic space. The integrity—or at least the illusion of integrity—of the star image was forever compromised. As the parameters of renown continued to expand, film stars, formally distinguished from all other performers, migrated to television. The landscape of stardom was re-contoured into the “celebrity sphere,” a space that includes television hosts, musicians, royals, and charismatic politicians. The revamped celebrity “game” was complex, but still playabout: with a powerful agent, a talented publicist, and a check on drinking, drug use, and extra-marital affairs, a star and his or her management team could negotiate a coherent image. Confidential was gone, The National Inquirer was muzzled by libel laws, and People and E.T.—both sheltered within larger media companies—towed the publicists’s line. There were few widely circulated outlets through which unauthorised voices could gain traction. Old-School Stars and New Media Technologies: The Case of Tom CruiseYet with the relentless arrival of various news media technologies beginning in the 1980s and continuing through the present, maintaining tight celebrity image control began to require the services of a phalanx of publicists and handlers. Here, the example of Tom Cruise is instructive: for nearly twenty years, Cruise’s publicity was managed by Pat Kingsley, who exercised exacting control over the star’s image. With the help of seemingly diverse yet essentially similar starring roles, Cruise solidified his image as the co*cky, charismatic boy-next-door.The unified Cruise image was made possible by shutting down competing discourses through the relentless, comprehensive efforts of his management company; Kingsley's staff fine-tuned Cruise’s acts of disclosure while simultaneously eliminating the potential for unplanned intrusions, neutralising any potential scandal at its source. Kingsley and her aides performed for Cruise all the functions of a studio publicity department from Hollywood’s Golden Age. Most importantly, Cruise was kept silent on the topic of his controversial religion, Scientology, lest it incite domestic and international backlash. In interviews and off-the-cuff soundbites, Cruise was ostensibly disclosing his true self, and that self remained the dominant reading of what, and who, Cruise “was.” Yet in 2004, Cruise fired Kingsley, replaced her with his own sister (and fellow Scientologist), who had no prior experience in public relations. In essence, he exchanged a handler who understood how to shape star disclosure for one who did not. The events that followed have been widely rehearsed: Cruise avidly pursued Katie Holmes; Cruise jumped for joy on Oprah’s couch; Cruise denounced psychology during a heated debate with Matt Lauer on The Today Show. His attempt at disclosing this new, un-publicist-mediated self became scandalous in and of itself. Cruise’s dismissal of Kingsley, his unpopular (but not necessarily unwelcome) disclosures, and his own massively unchecked ego all played crucial roles in the fall of the Cruise image. While these stumbles might have caused some minor career turmoil in the past, the hyper-echoic, spastically recombinatory logic of the technoculture brought the speed and stakes of these missteps to a new level; one of the hallmarks of the postmodern condition has been not merely an increasing textual self-reflexivity, but a qualitative new leap forward in inter-textual reflexivity, as well (Lyotard; Baudrillard). Indeed, the swift dismantling of Cruise’s long-established image is directly linked to the immediacy and speed of the Internet, digital photography, and the gossip blog, as the reflexivity of new media rendered the safe division between disclosure and intrusion untenable. His couchjumping was turned into a dance remix and circulated on YouTube; Mission Impossible 3 boycotts were organised through a number of different Web forums; gossip bloggers speculated that Cruise had impregnated Holmes using the frozen sperm of Scientology founder L. Ron Hubbard. In the past, Cruise simply filed defamation suits against print publications that would deign to sully his image. Yet the sheer number of sites and voices reproducing this new set of rumors made such a strategy untenable. Ultimately, intrusions into Cruise’s personal life, including the leak of videos intended solely for Scientology recruitment use, had far more traction than any sanctioned Cruise soundbite. Cruise’s image emerged as a hollowed husk of its former self; the sheer amount of material circulating rendered all attempts at P.R., including a Vanity Fair cover story and “reveal” of daughter Suri, ridiculous. His image was fragmented and re-collected into an altered, almost uncanny new iteration. Following the lackluster performance of Mission Impossible 3 and public condemnation by Paramount head Sumner Redstone, Cruise seemed almost pitiable. The New Logic of Celebrity Image ManagementCruise’s travails are expressive of a deeper development which has occurred over the course of the last decade, as the massively proliferating new forms of celebrity discourse (e.g., paparazzi photos, mug shots, cell phone video have further decentered any shiny, polished version of a star. With older forms of media increasingly reorganising themselves according to the aesthetics and logic of new media forms (e.g., CNN featuring regular segments in which it focuses its network cameras upon a computer screen displaying the CNN website), we are only more prone to appreciate “low media” forms of star discourse—reports from fans on discussion boards, photos taken on cell phones—as valid components of the celebrity image. People and E.T. still attract millions, but they are rapidly ceding control of the celebrity industry to their ugly, offensive stepbrothers: TMZ, Us Weekly, and dozens of gossip blogs. Importantly, a publicist may be able to induce a blogger to cover their client, but they cannot convince him to drop a story: if TMZ doesn’t post it, then Perez Hilton certainly will. With TMZ unabashedly offering pay-outs to informants—including those in law enforcement and health care, despite recently passed legislation—a star is never safe. If he or she misbehaves, someone, professional or amateur, will provide coverage. Scandal becomes normalised, and, in so doing, can no longer really function as scandal as such; in an age of around-the-clock news cycles and celebrity-fixated journalism, the only truly scandalising event would be the complete absence of any scandalous reports. Or, as aesthetic theorist Jacques Ranciere puts it; “The complaint is then no longer that images conceal secrets which are no longer such to anyone, but, on the contrary, that they no longer hide anything” (22).These seemingly paradoxical involutions of post-modern celebrity epistemologies are at the core of the current crisis of celebrity, and, subsequently, of celebrities’s attempts to “take back their own paparazzi.” As one might expect, contemporary celebrities have attempted to counter these new logics and strategies of intrusion through a heightened commitment to disclosure, principally through the social networking capabilities of Twitter. Yet, as we will see, not only have the epistemological reorderings of postmodernist technoculture affected the logic of scandal/intrusion, but so too have they radically altered the workings of intrusion’s dialectical counterpart, disclosure.In the 1930s, when written letters were still the primary medium for intimate communication, stars would send lengthy “hand-written” letters to members of their fan club. Of course, such letters were generally not written by the stars themselves, but handwriting—and a star’s signature—signified authenticity. This ritualised process conferred an “aura” of authenticity upon the object of exchange precisely because of its static, recurring nature—exchange of fan mail was conventionally understood to be the primary medium for personal encounters with a celebrity. Within the overall political economy of the studio system, the medium of the hand-written letter functioned to unleash the productive power of authenticity, offering an illusion of communion which, in fact, served to underscore the gulf between the celebrity’s extraordinary nature and the ordinary lives of those who wrote to them. Yet the criterion and conventions through which celebrity personae were maintained were subject to change over time, as new communications technologies, new modes of Hollywood's industrial organization, and the changing realities of commercial media structures all combined to create a constantly moving ground upon which the celebrity tried to affix. The celebrity’s changing conditions are not unique to them alone; rather, they are a highly visible bellwether of changes which are more fundamentally occurring at all levels of culture and subjectivity. Indeed, more than seventy years ago, Walter Benjamin observed that when hand-made expressions of individuality were superseded by mechanical methods of production, aesthetic criteria (among other things) also underwent change, rendering notions of authenticity increasingly indeterminate.Such is the case that in today’s world, hand-written letters seem more contrived or disingenuous than Danny DeVito’s inaugural post to his Twitter account: “I just joined Twitter! I don't really get this site or how it works. My nuts are on fire.” The performative gesture in DeVito’s tweet is eminently clear, just as the semantic value is patently false: clearly DeVito understands “this site,” as he has successfully used it to extend his irreverent funny-little-man persona to the new medium. While the truth claims of his Tweet may be false, its functional purpose—both effacing and reifying the extraordinary/ordinary distinction of celebrity and maintaining DeVito’s celebrity personality as one with which people might identify—is nevertheless seemingly intact, and thus mirrors the instrumental value of celebrity disclosure as performed in older media forms. Twitter and Contemporary TechnocultureFor these reasons and more, considered within the larger context of contemporary popular culture, celebrity tweeting has been equated with the assertion of the authentic celebrity voice; celebrity tweets are regularly cited in newspaper articles and blogs as “official” statements from the celebrity him/herself. With so many mediated voices attempting to “speak” the meaning of the star, the Twitter account emerges as the privileged channel to the star him/herself. Yet the seemingly easy discursive associations of Twitter and authenticity are in fact ideological acts par excellence, as fixations on the indexical truth-value of Twitter are not merely missing the point, but actively distracting from the real issues surrounding the unsteady discursive construction of contemporary celebrity and the “celebretification” of contemporary subjectivity writ large. In other words, while it is taken as axiomatic that the “message” of celebrity Twittering is, as Henry Jenkins suggests, “Here I Am,” this outward epistemological certainty veils the deeply unstable nature of celebrity—and by extension, subjectivity itself—in our networked society.If we understand the relationship between publicity and technoculture to work as Zizek-inspired cultural theorist Jodi Dean suggests, then technologies “believe for us, accessing information even if we cannot” (40), such that technology itself is enlisted to serve the function of ideology, the process by which a culture naturalises itself and attempts to render the notion of totality coherent. For Dean, the psycho-ideological reality of contemporary culture is predicated upon the notion of an ever-elusive “secret,” which promises to reveal us all as part of a unitary public. The reality—that there is no such cohesive collective body—is obscured in the secret’s mystifying function which renders as “a contingent gap what is really the fact of the fundamental split, antagonism, and rupture of politics” (40). Under the ascendancy of the technoculture—Dean's term for the technologically mediated landscape of contemporary communicative capitalism—subjectivity becomes interpellated along an axis blind to the secret of this fundamental rupture. The two interwoven poles of this axis are not unlike structuralist film critics' dialectically intertwined accounts of the scopophilia and scopophobia of viewing relations, simply enlarged from the limited realm of the gaze to encompass the entire range of subjectivity. As such, the conspiratorial mindset is that mode of desire, of lack, which attempts to attain the “secret,” while the celebrity subject is that element of excess without which desire is unthinkable. As one might expect, the paparazzi and gossip sites’s strategies of intrusion have historically operated primarily through the conspiratorial mindset, with endless conjecture about what is “really happening” behind the scenes. Under the intrusive/conspiratorial paradigm, the authentic celebrity subject is always just out of reach—a chance sighting only serves to reinscribe the need for the next encounter where, it is believed, all will become known. Under such conditions, the conspiratorial mindset of the paparazzi is put into overdrive: because the star can never be “fully” known, there can never be enough information about a star, therefore, more information is always needed. Against this relentless intrusion, the celebrity—whose discursive stability, given the constant imperative for newness in commercial culture, is always in danger—risks a semiotic liquidation that will totally displace his celebrity status as such. Disclosure, e.g. Tweeting, emerges as a possible corrective to the endlessly associative logic of the paparazzi’s conspiratorial indset. In other words, through Twitter, the celebrity seeks to arrest meaning—fixing it in place around their own seemingly coherent narrativisation. The publicist’s new task, then, is to convincingly counter such unsanctioned, intrusive, surveillance-based discourse. Stars continue to give interviews, of course, and many regularly pose as “authors” of their own homepages and blogs. Yet as posited above, Twitter has emerged as the most salient means of generating “authentic” celebrity disclosure, simultaneously countering the efforts of the papparazzi, fan mags, and gossip blogs to complicate or rewrite the meaning of the star. The star uses the account—verified, by Twitter, as the “real” star—both as a means to disclose their true interior state of being and to counter erastz narratives circulating about them. Twitter’s appeal for both celebrities and their followers comes from the ostensible spontaneity of the tweets, as the seemingly unrehearsed quality of the communiqués lends the form an immediacy and casualness unmatched by blogs or official websites; the semantic informality typically employed in the medium obscures their larger professional significance for celebrity tweeters. While Twitter’s air of extemporary intimacy is also offered by other social networking platforms, such as MySpace or Facebook, the latter’s opportunities for public feedback (via wall-posts and the like) works counter to the tight image control offered by Twitter’s broadcast-esque model. Additionally, because of the uncertain nature of the tweet release cycle—has Ashton Kutcher sent a new tweet yet?—the voyeuristic nature of the tweet disclosure (with its real-time nature offering a level of synchronic intimacy that letters never could have matched), and the semantically displaced nature of the medium, it is a form of disclosure perfectly attuned to the conspiratorial mindset of the technoculture. As mentioned above, however, the conspiratorial mindset is an unstable subjectivity, insofar as it only exists through a constant oscillation with its twin, the celebrity subjectivity. While we can understand that, for the celebrities, Twitter functions by allowing them a mode for disclosive/celebrity subjectivisation, we have not yet seen how the celebrity itself is rendered conspiratorial through Twitter. Similarly, only the conspiratorial mode of the follower’s subjectivity has thus far been enumerated; the moment of the follower's celebrtification has so far gone unmentioned. Since we have seen that the celebrity function of Twitter is not really about discourse per se, we should instead understand that the ideological value of Twitter comes from the act of tweeting itself, of finding pleasure in being engaged in a techno-social system in which one's participation is recognised. Recognition and participation should be qualified, though, as it is not the fully active type of participation one might expect in say, the electoral politics of a representative democracy. Instead, it is a participation in a sort of epistemological viewing relations, or, as Jodi Dean describes it, “that we understand ourselves as known is what makes us think there is that there is a public that knows us” (122). The fans’ recognition by the celebrity—the way in which they understood themselves as known by the star was once the receipt of a hand-signed letter (and a latent expectation that the celebrity had read the fan’s initial letter); such an exchange conferred to the fan a momentary sense of participation in the celebrity's extraordinary aura. Under Twitter, however, such an exchange does not occur, as that feeling of one-to-one interaction is absent; simply by looking elsewhere on the screen, one can confirm that a celebrity's tweet was received by two million other individuals. The closest a fan can come to that older modality of recognition is by sending a message to the celebrity that the celebrity then “re-tweets” to his broader following. Beyond the obvious levels of technological estrangement involved in such recognition is the fact that the identity of the re-tweeted fan will not be known by the celebrity’s other two million followers. That sense of sharing in the celebrity’s extraordinary aura is altered by an awareness that the very act of recognition largely entails performing one’s relative anonymity in front of the other wholly anonymous followers. As the associative, conspiratorial mindset of the star endlessly searches for fodder through which to maintain its image, fans allow what was previously a personal moment of recognition to be transformed into a public one. That is, the conditions through which one realises one’s personal subjectivity are, in fact, themselves becoming remade according to the logic of celebrity, in which priority is given to the simple fact of visibility over that of the actual object made visible. Introduction: Google Autocomplete Algorithms Despite recent attention to the impact of social media platforms on political discourse and public opinion, most people locate their news on search engines (Robertson et al.). When a user conducts a search, millions of outputs, in the form of videos, images, articles, and Websites are sorted to present the most relevant search predictions. Google, the most dominant search engine in the world, expanded its search index in 2009 to include the autocomplete function, which provides suggestions for query inputs (Dörr and Stephan). Google’s autocomplete function also allows users to “search smarter” by reducing typing time by 25 percent (Baker and Potts 189). Google’s complex algorithm is impacted upon by factors like search history, location, and keyword searches (Karapapa and Borghi), and there are policies to ensure the autocomplete function does not contain harmful content. In 2017, Google implemented a feedback tool to allow human evaluators to assess the quality of search results; however, the algorithm still provides misleading results that frame far-right actors as neutral. In this article, we use reverse engineering to understand the nature of these algorithms in relation to the descriptive outcome, to illustrate how autocomplete subtitles label conspiracists in three countries. According to Google, these “subtitles are generated automatically”, further stating that the “systems might determine that someone could be called an actor, director, or writer. Only one of these can appear as the subtitle” and that Google “cannot accept or create custom subtitles” (Google). We focused our attention on well-known conspiracy theorists because of their influence and audience outreach. In this article we argue that these subtitles are problematic because they can mislead the public and amplify extremist views. Google’s autocomplete feature is misleading because it does not highlight what is publicly known about these actors. The labels are neutral or positive but never negative, reflecting primary jobs and/or the actor’s preferred descriptions. This is harmful to the public because Google’s search rankings can influence a user’s knowledge and information preferences through the search engine manipulation effect (Epstein and Robertson). Users’ preferences and understanding of information can be manipulated based upon their trust in Google search results, thus allowing these labels to be widely accepted instead of providing a full picture of the harm their ideologies and belief cause. Algorithms That Mainstream Conspiracies Search engines establish order and visibility to Web pages that operationalise and stabilise meaning to particular queries (Gillespie). Google’s subtitles and blackbox operate as a complex algorithm for its search index and offer a mediated visibility to aspects of social and political life (Gillespie). Algorithms are designed to perform computational tasks through an operational sequence that computer systems must follow (Broussard), but they are also “invisible infrastructures” that Internet users consciously or unconsciously follow (Gran et al. 1779). The way algorithms rank, classify, sort, predict, and process data is political because it presents the world through a predetermined lens (Bucher 3) decided by proprietary knowledge – a “secret sauce” (O’Neil 29) – that is not disclosed to the general public (Christin). Technology titans, like Google, Facebook, and Amazon (Webb), rigorously protect and defend intellectual property for these algorithms, which are worth billions of dollars (O’Neil). As a result, algorithms are commonly defined as opaque, secret “black boxes” that conceal the decisions that are already made “behind corporate walls and layers of code” (Pasquale 899). The opacity of algorithms is related to layers of intentional secrecy, technical illiteracy, the size of algorithmic systems, and the ability of machine learning algorithms to evolve and become unintelligible to humans, even to those trained in programming languages (Christin 898-899). The opaque nature of algorithms alongside the perceived neutrality of algorithmic systems is problematic. Search engines are increasingly normalised and this leads to a socialisation where suppositions are made that “these artifacts are credible and provide accurate information that is fundamentally depoliticized and neutral” (Noble 25). Google’s autocomplete and PageRank algorithms exist outside of the veil of neutrality. In 2015, Google’s photos app, which uses machine learning techniques to help users collect, search, and categorise images, labelled two black people as ‘gorillas’ (O’Neil). Safiya Noble illustrates how media and technology are rooted in systems of white supremacy, and how these long-standing social biases surface in algorithms, illustrating how racial and gendered inequities embed into algorithmic systems. Google actively fixes algorithmic biases with band-aid-like solutions, which means the errors remain inevitable constituents within the algorithms. Rising levels of automation correspond to a rising level of errors, which can lead to confusion and misdirection of the algorithms that people use to manage their lives (O’Neil). As a result, software, code, machine learning algorithms, and facial/voice recognition technologies are scrutinised for producing and reproducing prejudices (Gray) and promoting conspiracies – often described as algorithmic bias (Bucher). Algorithmic bias occurs because algorithms are trained by historical data already embedded with social biases (O’Neil), and if that is not problematic enough, algorithms like Google’s search engine also learn and replicate the behaviours of Internet users (Benjamin 93), including conspiracy theorists and their followers. Technological errors, algorithmic bias, and increasing automation are further complicated by the fact that Google’s Internet service uses “2 billion lines of code” – a magnitude that is difficult to keep track of, including for “the programmers who designed the algorithm” (Christin 899). Understanding this level of code is not critical to understanding algorithmic logics, but we must be aware of the inscriptions such algorithms afford (Krasmann). As algorithms become more ubiquitous it is urgent to “demand that systems that hold algorithms accountable become ubiquitous as well” (O’Neil 231). This is particularly important because algorithms play a critical role in “providing the conditions for participation in public life”; however, the majority of the public has a modest to nonexistent awareness of algorithms (Gran et al. 1791). Given the heavy reliance of Internet users on Google’s search engine, it is necessary for research to provide a glimpse into the black boxes that people use to extract information especially when it comes to searching for information about conspiracy theorists. Our study fills a major gap in research as it examines a sub-category of Google’s autocomplete algorithm that has not been empirically explored before. Unlike the standard autocomplete feature that is primarily programmed according to popular searches, we examine the subtitle feature that operates as a fixed label for popular conspiracists within Google’s algorithm. Our initial foray into our research revealed that this is not only an issue with conspiracists, but also occurs with terrorists, extremists, and mass murderers. Method Using a reverse engineering approach (Bucher) from September to October 2021, we explored how Google’s autocomplete feature assigns subtitles to widely known conspiracists. The conspiracists were not geographically limited, and we searched for those who reside in the United States, Canada, United Kingdom, and various countries in Europe. Reverse engineering stems from Ashby’s canonical text on cybernetics, in which he argues that black boxes are not a problem; the problem or challenge is related to the way one can discern their contents. As Google’s algorithms are not disclosed to the general public (Christin), we use this method as an extraction tool to understand the nature of how these algorithms (Eilam) apply subtitles. To systematically document the search results, we took screenshots for every conspiracist we searched in an attempt to archive the Google autocomplete algorithm. By relying on previous literature, reports, and the figures’ public statements, we identified and searched Google for 37 Western-based and influencial conspiracy theorists. We initially experimented with other problematic figures, including terrorists, extremists, and mass murderers to see whether Google applied a subtitle or not. Additionally, we examined whether subtitles were positive, neutral, or negative, and compared this valence to personality descriptions for each figure. Using the standard procedures of content analysis (Krippendorff), we focus on the manifest or explicit meaning of text to inform subtitle valence in terms of their positive, negative, or neutral connotations. These manifest features refer to the “elements that are physically present and countable” (Gray and Densten 420) or what is known as the dictionary definitions of items. Using a manual query, we searched Google for subtitles ascribed to conspiracy theorists, and found the results were consistent across different countries. Searches were conducted on Firefox and Chrome and tested on an Android phone. Regardless of language input or the country location established by a Virtual Private Network (VPN), the search terms remained stable, regardless of who conducted the search. The conspiracy theorists in our dataset cover a wide range of conspiracies, including historical figures like Nesta Webster and John Robison, who were foundational in Illuminati lore, as well as contemporary conspiracists such as Marjorie Taylor Greene and Alex Jones. Each individual’s name was searched on Google with a VPN set to three countries. Results and Discussion This study examines Google’s autocomplete feature associated with subtitles of conspiratorial actors. We first tested Google’s subtitling system with known terrorists, convicted mass shooters, and controversial cult leaders like David Koresh. Garry et al. (154) argue that “while conspiracy theories may not have mass radicalising effects, they are extremely effective at leading to increased polarization within societies”. We believe that the impact of neutral subtitling of conspiracists reflects the integral role conspiracies plays in contemporary politics and right-wing extremism. The sample includes contemporary and historical conspiracists to establish consistency in labelling. For historical figures, the labels are less consequential and simply reflect the reality that Google’s subtitles are primarily neutral. Of the 37 conspiracy theorists we searched (see Table 1 in the Appendix), seven (18.9%) do not have an associated subtitle, and the other 30 (81%) have distinctive subtitles, but none of them reflects the public knowledge of the individuals’ harmful role in disseminating conspiracy theories. In the list, 16 (43.2%) are noted for their contribution to the arts, 4 are labelled as activists, 7 are associated with their professional affiliation or original jobs, 2 to the journalism industry, one is linked to his sports career, another one as a researcher, and 7 have no subtitle. The problem here is that when white nationalists or conspiracy theorists are not acknowledged as such in their subtitles, search engine users could possibly encounter content that may sway their understanding of society, politics, and culture. For example, a conspiracist like Alex Jones is labeled as an “American Radio Host” (see Figure 1), despite losing two defamation lawsuits for declaring that the shooting at Sandy Hook Elementary School in Newtown, Connecticut, was a ‘false flag’ event. Jones’s actions on his InfoWars media platforms led to parents of shooting victims being stalked and threatened. Another conspiracy theorist, Gavin McInnes, the creator of the far-right, neo-fascist Proud Boys organisation, a known terrorist entity in Canada and hate group in the United States, is listed simply as a “Canadian writer” (see Figure 1). Although subtitles under an individual’s name are not audio, video, or image content, the algorithms that create these subtitles are an invisible infrastructure that could cause harm through their uninterrogated status and pervasive presence. This could then be a potential conduit to media which could cause harm and develop distrust in electoral and civic processes, or all institutions. Examples from our list include Brittany Pettibone, whose subtitle states that she is an “American writer” despite being one of the main propagators of the Pizzagate conspiracy which led to Edgar Maddison Welch (whose subtitle is “Screenwriter”) travelling from North Carolina to Washington D.C. to violently threaten and confront those who worked at Comet Ping Pong Pizzeria. The same misleading label can be found via searching for James O’Keefe of Project Veritas, who is positively labelled as “American activist”. Veritas is known for releasing audio and video recordings that contain false information designed to discredit academic, political, and service organisations. In one instance, a 2020 video released by O’Keefe accused Democrat Ilhan Omar’s campaign of illegally collecting ballots. The same dissembling of distrust applies to Mike Lindell, whose Google subtitle is “CEO of My Pillow”, as well as Sidney Powell, who is listed as an “American lawyer”; both are propagators of conspiracy theories relating to the 2020 presidential election. The subtitles attributed to conspiracists on Google do not acknowledge the widescale public awareness of the negative role these individuals play in spreading conspiracy theories or causing harm to others. Some of the selected conspiracists are well known white nationalists, including Stefan Molyneux who has been banned from social media platforms like Twitter, Twitch, Facebook, and YouTube for the promotion of scientific racism and eugenics; however, he is neutrally listed on Google as a “Canadian podcaster”. In addition, Laura Loomer, who describes herself as a “proud Islamophobe,” is listed by Google as an “Author”. These subtitles can pose a threat by normalising individuals who spread conspiracy theories, sow dissension and distrust in institutions, and cause harm to minority groups and vulnerable individuals. Once clicking on the selected person, the results, although influenced by the algorithm, did not provide information that aligned with the associated subtitle. The search results are skewed to the actual conspiratorial nature of the individuals and associated news articles. In essence, the subtitles do not reflect the subsequent search results, and provide a counter-labelling to the reality of the resulting information provided to the user. Another significant example is Jerad Miller, who is listed as “American performer”, despite the fact that he is the Las Vegas shooter who posted anti-government and white nationalist 3 Percenters memes on his social media (SunStaff), even though the majority of search results connect him to the mass shooting he orchestrated in 2014. The subtitle “performer” is certainly not the common characteristic that should be associated with Jerad Miller. Table 1 in the Appendix shows that individuals who are not within the contemporary milieux of conspiracists, but have had a significant impact, such as Nesta Webster, Robert Welch Junior, and John Robison, were listed by their original profession or sometimes without a subtitle. David Icke, infamous for his lizard people conspiracies, has a subtitle reflecting his past football career. In all cases, Google’s subtitle was never consistent with the actor’s conspiratorial behaviour. Indeed, the neutral subtitles applied to conspiracists in our research may reflect some aspect of the individuals’ previous careers but are not an accurate reflection of the individuals’ publicly known role in propagating hate, which we argue is misleading to the public. For example, David Icke may be a former footballer, but the 4.7 million search results predominantly focus on his conspiracies, his public fora, and his status of being deplatformed by mainstream social media sites. The subtitles are not only neutral, but they are not based on the actual search results, and so are misleading in what the searcher will discover; most importantly, they do not provide a warning about the misinformation contained in the autocomplete subtitle. To conclude, algorithms automate the search engines that people use in the functions of everyday life, but are also entangled in technological errors, algorithmic bias, and have the capacity to mislead the public. Through a process of reverse engineering (Ashby; Bucher), we searched 37 conspiracy theorists to decode the Google autocomplete algorithms. We identified how the subtitles attributed to conspiracy theorists are neutral, positive, but never negative, which does not accurately reflect the widely known public conspiratorial discourse these individuals propagate on the Web. This is problematic because the algorithms that determine these subtitles are invisible infrastructures acting to misinform the public and to mainstream conspiracies within larger social, cultural, and political structures. This study highlights the urgent need for Google to review the subtitles attributed to conspiracy theorists, terrorists, and mass murderers, to better inform the public about the negative nature of these actors, rather than always labelling them in neutral or positive ways. Abstract:

The 2000s have been a lively decade for cities. The Worldwatch Institute estimated that 2007 was the first year in human history that more people worldwide lived in cities than the countryside. Globalisation and new digital media technologies have generated the seemingly paradoxical outcome that spatial location came to be more rather than less important, as combinations of firms, industries, cultural activities and creative talents have increasingly clustered around a select node of what have been termed “creative cities,” that are in turn highly networked into global circuits of economic capital, political power and entertainment media. Intellectually, the period has seen what the UCLA geographer Ed Soja refers to as the spatial turn in social theory, where “whatever your interests may be, they can be significantly advanced by adopting a critical spatial perspective” (2). This is related to the dynamic properties of socially constructed space itself, or what Soja terms “the powerful forces that arise from socially produced spaces such as urban agglomerations and cohesive regional economies,” with the result that “what can be called the stimulus of socio-spatial agglomeration is today being assertively described as the primary cause of economic development, technological innovation, and cultural creativity” (14). The demand for social justice in cities has, in recent years, taken the form of “Right to the City” movements. The “Right to the City” movement draws upon the long tradition of radical urbanism in which the Paris Commune of 1871 features prominently, and which has both its Marxist and anarchist variants, as well as the geographer Henri Lefebvre’s (1991) arguments that capitalism was fundamentally driven by the production of space, and that the citizens of a city possessed fundamental rights by virtue of being in a city, meaning that political struggle in capitalist societies would take an increasingly urban form. Manifestations of contemporary “Right to the City” movements have been seen in the development of a World Charter for the Right to the City, Right to the City alliances among progressive urban planners as well as urban activists, forums that bring together artists, architects, activists and urban geographers, and a variety of essays on the subject by radical geographers including David Harvey, whose work I wish to focus upon here. In his 2008 essay "The Right to the City," Harvey presents a manifesto for 21st century radical politics that asserts that the struggle for collective control over cities marks the nodal point of anti-capitalist movements today. It draws together a range of strands of arguments recognizable to those familiar with Harvey’s work, including Marxist political economy, the critique of neoliberalism, the growth of social inequality in the U.S. in particular, and concerns about the rise of speculative finance capital and its broader socio-economic consequences. My interest in Harvey’s manifesto here arises not so much from his prognosis for urban radicalism, but from how he understands the suburban in relation to this urban class struggle. It is an important point to consider because, in many parts of the world, growing urbanisation is in fact growing suburbanisation. This is the case for U.S. cities (Cox), and it is also apparent in Australian cities, with the rise in particular of outer suburban Master Planned Communities as a feature of the “New Prosperity” Australia has been experiencing since the mid 1990s (Flew; Infrastructure Australia). What we find in Harvey’s essay is that the suburban is clearly sub-urban, or an inferior form of city living. Suburbs are variously identified by Harvey as being:Sites for the expenditure of surplus capital, as a safety valve for overheated finance capitalism (Harvey 27);Places where working class militancy is pacified through the promotion of mortgage debt, which turns suburbanites into political conservatives primarily concerned with maintaining their property values;Places where “the neoliberal ethic of intense possessive individualism, and its cognate of political withdrawal from collective forms of action” are actively promoted through the proliferation of shopping malls, multiplexes, franchise stores and fast-food outlets, leading to “pacification by cappuccino” (32);Places where women are actively oppressed, so that “leading feminists … [would] proclaim the suburb as the locus of all their primary discontents” (28);A source of anti-capitalist struggle, as “the soulless qualities of suburban living … played a critical role in the dramatic events of 1968 in the US [as] discontented white middle-class students went into a phase of revolt, sought alliances with marginalized groups claiming civil rights and rallied against American imperialism” (28).Given these negative associations, one could hardly imagine citizens demanding the right to the suburb, in the same way as Harvey projects the right to the city as a rallying cry for a more democratic social order. Instead, from an Australian perspective, one is reminded of the critiques of suburbia that have been a staple of radical theory from the turn of the 20th century to the present day (Collis et. al.). Demanding the “right to the suburb” would appear here as an inherently contradictory demand, that could only be desired by those who the Australian radical psychoanalytic theorist Douglas Kirsner described as living an alienated existence where:Watching television, cleaning the car, unnecessary housework and spectator sports are instances of general life-patterns in our society: by adopting these patterns the individual submits to a uniform life fashioned from outside, a pseudo-life in which the question of individual self-realisation does not even figure. People live conditioned, unconscious lives, reproducing the values of the system as a whole (Kirsner 23). The problem with this tradition of radical critique, which is perhaps reflective of the estrangement of a section of the Australian critical intelligentsia more generally, is that most Australians live in suburbs, and indeed seem (not surprisingly!) to like living in them. Indeed, each successive wave of migration to Australia has been marked by families seeking a home in the suburbs, regardless of the housing conditions of the place they came from: the demand among Singaporeans for large houses in Perth, or what has been termed “Singaperth,” is one of many manifestations of this desire (Lee). Australian suburban development has therefore been characterized by a recurring tension between the desire of large sections of the population to own their own home (the fabled quarter-acre block) in the suburbs, and the condemnation of suburban life from an assortment of intellectuals, political radicals and cultural critics. This was the point succinctly made by the economist and urban planner Hugh Stretton in his 1970 book Ideas for Australian Cities, where he observed that “Most Australians choose to live in suburbs, in reach of city centres and also of beaches or countryside. Many writers condemn this choice, and with especial anger or gloom they condemn the suburbs” (Stretton 7). Sue Turnbull has observed that “suburbia has come to constitute a cultural fault-line in Australia over the last 100 years” (19), while Ian Craven has described suburbia as “a term of contention and a focus for fundamentally conflicting beliefs” in the Australian national imaginary “whose connotations continue to oscillate between dream and suburban nightmare” (48). The tensions between celebration and critique of suburban life play themselves out routinely in the Australian media, from the sun-lit suburbanism of Australia’s longest running television serial dramas, Neighbours and Home and Away, to the pointed observational critiques found in Australian comedy from Barry Humphries to Kath and Kim, to the dark visions of films such as The Boys and Animal Kingdom (Craven; Turnbull). Much as we may feel that the diagnosis of suburban life as a kind of neurotic condition had gone the way of the concept album or the tie-dye shirt, newspaper feature writers such as Catherine Deveny, writing in The Age, have offered the following as a description of the Chadstone shopping centre in Melbourne’s eastern suburbChadstone is a metastasised tumour of offensive proportions that's easy to find. You simply follow the line of dead-eyed wage slaves attracted to this cynical, hermetically sealed weatherless biosphere by the promise a new phone will fix their punctured soul and homewares and jumbo caramel mugachinos will fill their gaping cavern of disappointment … No one looks happy. Everyone looks anaesthetised. A day spent at Chadstone made me understand why they call these shopping centres complexes. Complex as in a psychological problem that's difficult to analyse, understand or solve. (Deveny) Suburbanism has been actively promoted throughout Australia’s history since European settlement. Graeme Davison has observed that “Australia’s founders anticipated a sprawl of homes and gardens rather than a clumping of terraces and alleys,” and quotes Governor Arthur Phillip’s instructions to the first urban developers of the Sydney Cove colony in 1790 that streets shall be “laid out in such a manner as to afford free circulation of air, and where the houses are built … the land will be granted with a clause that will prevent more than one house being built on the allotment” (Davison 43). Louise Johnson (2006) argued that the main features of 20th century Australian suburbanisation were very much in place by the 1920s, particularly land-based capitalism and the bucolic ideal of home as a retreat from the dirt, dangers and density of the city. At the same time, anti-suburbanism has been a significant influence in Australian public thought. Alan Gilbert (1988) drew attention to the argument that Australia’s suburbs combined the worst elements of the city and country, with the absence of both the grounded community associated with small towns, and the mental stimuli and personal freedom associated with the city. Australian suburbs have been associated with spiritual emptiness, the promotion of an ersatz, one-dimensional consumer culture, the embourgeoisment of the working-class, and more generally criticised for being “too pleasant, too trivial, too domestic and far too insulated from … ‘real’ life” (Gilbert 41). There is also an extensive feminist literature critiquing suburbanization, seeing it as promoting the alienation of women and the unequal sexual division of labour (Game and Pringle). More recently, critiques of suburbanization have focused on the large outer-suburban homes developed on new housing estates—colloquially known as McMansions—that are seen as being environmentally unsustainable and emblematic of middle-class over-consumption. Clive Hamilton and Richard Denniss’s Affluenza (2005) is a locus classicus of this type of argument, and organizations such as the Australia Institute—which Hamilton and Denniss have both headed—have regularly published papers making such arguments. Can the Suburbs Make You Creative?In such a context, championing the Australian suburb can feel somewhat like being an advocate for Dan Brown novels, David Williamson plays, Will Ferrell comedies, or TV shows such as Two and a Half Men. While it may put you on the side of majority opinion, you can certainly hear the critical axe grinding and possibly aimed at your head, not least because of the association of such cultural forms with mass popular culture, or the pseudo-life of an alienated existence. The art of a program such as Kath and Kim is that, as Sue Turnbull so astutely notes, it walks both sides of the street, both laughing with and laughing at Australian suburban culture, with its celebrity gossip magazines, gourmet butcher shops, McManisons and sales at Officeworks. Gina Riley and Jane Turner’s inspirations for the show can be seen with the presence of such suburban icons as Shane Warne, Kylie Minogue and Barry Humphries as guests on the program. Others are less nuanced in their satire. The website Things Bogans Like relentlessly pillories those who live in McMansions, wear Ed Hardy t-shirts and watch early evening current affairs television, making much of the lack of self-awareness of those who would simultaneously acquire Buddhist statues for their homes and take budget holidays in Bali and phu*ket while denouncing immigration and multiculturalism. It also jokes about the propensity of “bogans” to loudly proclaim that those who question their views on such matters are demonstrating “political correctness gone mad,” appealing to the intellectual and moral authority of writers such as the Melbourne Herald-Sun columnist Andrew Bolt. There is also the “company you keep” question. Critics of over-consuming middle-class suburbia such as Clive Hamilton are strongly associated with the Greens, whose political stocks have been soaring in Australia’s inner cities, where the majority of Australia’s cultural and intellectual critics live and work. By contrast, the Liberal party under John Howard and now Tony Abbott has taken strongly to what could be termed suburban realism over the 1990s and 2000s. Examples of suburban realism during the Howard years included the former Member for Lindsay Jackie Kelly proclaiming that the voters of her electorate were not concerned with funding for their local university (University of Western Sydney) as the electorate was “pram city” and “no one in my electorate goes to uni” (Gibson and Brennan-Horley), and the former Minister for Immigration and Citizenship, Garry Hardgrave, holding citizenship ceremonies at Bunnings hardware stores, so that allegiance to the Australian nation could co-exist with a sausage sizzle (Gleeson). Academically, a focus on the suburbs is at odds with Richard Florida’s highly influential creative class thesis, which stresses inner urban cultural amenity and “buzz” as the drivers of a creative economy. Unfortunately, it is also at odds with many of Florida’s critics, who champion inner city activism as the antidote to the ersatz culture of “hipsterisation” that they associate with Florida (Peck; Slater). A championing of suburban life and culture is associated with writers such as Joel Kotkin and the New Geography group, who also tend to be suspicious of claims made about the creative industries and the creative economy. It is worth noting, however, that there has been a rich vein of work on Australian suburbs among cultural geographers, that has got past urban/suburban binaries and considered the extent to which critiques of suburban Australia are filtered through pre-existing discursive categories rather than empirical research findings (Dowling and Mee; McGuirk and Dowling; Davies (this volume). I have been part of a team engaged in a three-year study of creative industries workers in outer suburban areas, known as the Creative Suburbia project.[i] The project sought to understand how those working in creative industries who lived and worked in the outer suburbs maintained networks, interacted with clients and their peers, and made a success of their creative occupations: it focused on six suburbs in the cities of Brisbane (Redcliffe, Springfield, Forest Lake) and Melbourne (Frankston, Dandenong, Caroline Springs). It was premised upon what has been an inescapable empirical fact: however much talk there is about the “return to the city,” the fastest rates of population growth are in the outer suburbs of Australia’s major cities (Infrastructure Australia), and this is as true for those working in creative industries occupations as it is for those in virtually all other industry and occupational sectors (Flew; Gibson and Brennan-Horley; Davies). While there is a much rehearsed imagined geography of the creative industries that points to creative talents clustering in dense, highly agglomerated inner city precincts, incubating their unique networks of trust and sociality through random encounters in the city, it is actually at odds with the reality of where people in these sectors choose to live and work, which is as often as not in the suburbs, where the citizenry are as likely to meet in their cars at traffic intersections than walking in city boulevards.There is of course a “yes, but” response that one could have to such empirical findings, which is to accept that the creative workforce is more suburbanised than is commonly acknowledged, but to attribute this to people being driven out of the inner city by high house prices and rents, which may or may not be by-products of a Richard Florida-style strategy to attract the creative class. In other words, people live in the outer suburbs because they are driven out of the inner city. From our interviews with 130 people across these six suburban locations, the unequivocal finding was that this was not the case. While a fair number of our respondents had indeed moved from the inner city, just as many would—if given the choice—move even further away from the city towards a more rural setting as they would move closer to it. While there are clearly differences between suburbs, with creative people in Redcliffe being generally happier than those in Springfield, for example, it was quite clear that for many of these people a suburban location helped them in their creative practice, in ways that included: the aesthetic qualities of the location; the availability of “headspace” arising from having more time to devote to creative work rather than other activities such as travelling and meeting people; less pressure to conform to a stereotyped image of how one should look and act; financial savings from having access to lower-cost locations; and time saved by less commuting between locations.These creative workers generally did not see having access to the “buzz” associated with the inner city as being essential for pursuing work in their creative field, and they were just as likely to establish hardware stores and shopping centres as networking hubs as they were cafes and bars. While being located in the suburbs was disadvantageous in terms of access to markets and clients, but this was often seen in terms of a trade-off for better quality of life. Indeed, contrary to the presumptions of those such as Clive Hamilton and Catherine Deveny, they could draw creative inspiration from creative locations themselves, without feeling subjected to “pacification by cappuccino.” The bigger problem was that so many of the professional associations they dealt with would hold events in the inner city in the late afternoon or early evening, presuming people living close by and/or not having domestic or family responsibilities at such times. The role played by suburban locales such as hardware stores as sites for professional networking and as elements of creative industries value chains has also been documented in studies undertaken of Darwin as a creative city in Australia’s tropical north (Brennan-Horley and Gibson; Brennan-Horley et al.). Such a revised sequence in the cultural geography of the creative industries has potentially great implications for how urban cultural policy is being approached. The assumption that the creative industries are best developed in cities by investing heavily in inner urban cultural amenity runs the risk of simply bypassing those areas where the bulk of the nation’s artists, musicians, filmmakers and other cultural workers actually are, which is in the suburbs. Moreover, by further concentrating resources among already culturally rich sections of the urban population, such policies run the risk of further accentuating spatial inequalities in the cultural realm, and achieving the opposite of what is sought by those seeking spatial justice or the right to the city. An interest in broadband infrastructure or suburban university campuses is certainly far more prosaic than a battle for control of the nation’s cultural institutions or guerilla actions to reclaim the city’s streets. Indeed, it may suggest aspirations no higher than those displayed by Kath and Kim or by the characters of Barry Humphries’ satirical comedy. But however modest or utilitarian a focus on developing cultural resources in Australian suburbs may seem, it is in fact the most effective way of enabling the forms of spatial justice in the cultural sphere that many progressive people seek.
